Administrative procedure reform is identified as a key task by the province. In particular, the renovation of one-stop and inter-agency one-stop system for handling administrative procedures is paid special attention.

Implementing the Decision No.468 of the Prime Minister, the PPC has issued a plan to deploy the scheme of Renovating one-stop and inter-agency one-stop system for handling administrative procedures in the province.
Efforts to renovate
The PPC’s Decision No.1028 approving the scheme of Renovating and improving the efficiency of the single-window part at all levels in the province has 3 renovation contents. Particularly, reorganizing the one-stop system on the principle that each commune-level administrative area has only one one-stop shop, but it does not change or affect the authority to handle administrative procedures; expanding the scope of receiving and returning results of handling administrative procedures to one-stop shop at district level; receiving and returning results of handling administrative procedures without dependence on administrative boundaries at district and commune levels in the province. Accordingly, from November 1st, 2022, numerous agencies and localities have officially applied these renovation contents within their scope of management and implementation, such as the Departments of Construction, Transport, Agriculture - Rural development, Culture - Sport - Tourism....
Mr Huynh Van Man in La Hai town lets known,p "It is easy to find that currently, settlement of administrative procedures at the one-stop shops in Dong Xuan district has numerous renovations; the process is shortened and faster, matters related to administrative procedures are publicly posted”.
According to the Decision No.468 of the Prime Minister, the State takes the people and enterprises as the center to serve; the satisfaction of people and enterprises is a measure of the quality and efficiency of service of cadres and public servants as well as competent agencies in handling administrative procedures under the one-stop-shop system. This decision also requires accelerating the implementation of digital transformation in management activities, providing public services, changing from the traditional administrative management method to modern one, contributing to forming digital citizens, digital enterprises, promoting the development of the digital economy and digital society.
With that spirit, the province is determined to renovate administrative procedures, creating favorable conditions for people and enterprises. Comrade Le Tan Ho, Member of the provincial Party Standing Committee cum PPC Standing Vice Chairman lets known: In order to synchronously and effectively concretize tasks of the Decision No. 468, the PPC has issued the plan of implementing the scheme of scheme of Renovating one-stop and inter-agency one-stop system for handling administrative procedures in the province. Accordingly, the PPC has issued a decision on the list of 248 administrative procedures which are received, handled and returned results via the one-stop shop and the list of 53 administrative procedures which are received, handled and returned results via the inter-agencies one-stop shop at district-level People's Committee in the province in order for agencies and localities to deploy.
Mr Cao Dinh Huy, Chairman of Tuy Hoa city People's Committee lets known, : “100% of administrative procedures under the jurisdiction of the city People's Committee are received and handled via the one-stop and inter-agencies one-stop system. In particular, the city has built a point model of "Connecting administrative procedures on land issue with tax agencies, shortening the time to grant certificates of land use rights, ownership of houses and assets attached to land”, thereby shortening the time of handling administrative procedures for citizens and 100% of dossiers being resolved on time.
In addition to the above efforts, the PPC has also issued a number of documents of directing, guiding and urging provincial departments and agencies, People's Committees of districts, city and towns to implement and achieve numerous positive results, contributing to fundamentally change the relationship between the government and the people. The province also requests to promote propaganda and widely informaing to people and enterprises; guiding to implementing and look up the progress of handling administrative procedures at one-stop shops or via public postal service, on the electronic environment at level 3, 4 via the provincial Public Service Portal and the national Public Service Portal.
