Phu Yen is one of the South Central Coast provinces, possesses a system of cultural heritage, abundant, diverse and valuable tourism resources. In particular, Phu Hoa is a fertile delta district on the left bank of Ba river, the second homeland of Phu Nghia Marquis Luong Van Chanh, the Tutelary God who opened up the land of the ancient border town of Ba Dai - Da Dien, Phu Yen today. According to Assoc.Prof.Dr. Pham Trung Luong, former Deputy Director of the Institute for Tourism Development Research, historical and cultural heritage is a valuable resource for tourism development, because this is the characteristic and different factor when forming and developing tourism products. This not only brings about widespread growth results in numerous aspects of socio-economics, but also preserves the cultural heritage itself. There is no tourism product that does not have content, does not express the cultural identity of the nation and region.

Phu Hoa is a midland area with a long-standing system of historical and cultural relics of the province and has been the center of the province since the time of land opening. The reclamation and establishment of villages on the northern land of Da Rang river (the land belonging to Phu Hoa district today) is associated with the name and merit of the predecessor - the Tutelary God of Phu Yen province, the famous person Luong Van Chanh. It is easy to understand that in Phu Hoa district, there are numerous historical relics, tangible and intangible cultural heritages and precious natural resources such as Phu Sen hot spring, My Hoa rocky reef...

Mr Nguyen Ba Khai, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Phu Hoa district affirmed: Tourism development is identified as a key economic sector, a driving force for socio-economic development of the province in general and Phu Hoa district in particular. Phu Hoa district Party Committee deployed Plan 85-KH/HU dated November 1, 2021 to implement the Provincial Party Committee's Action Program 09 on tourism development investment in the 2021-2025 period, striving to become a spearhead economic sector of the province by 2030.

According to statistics from the Department of Culture and Tourism, in Phu Hoa district, there are nearly 100 historical and cultural relics that are well preserved in the community, of which 20 relics are ranked by the State, including 3 national relics: Ho Dynasty’s Wall archaeological relic (Phu Hoa township), Luong Van Chanh Tomb and Temple historical and cultural relic (Long Phung village, Hoa Tri commune), Dong Cam water Dam scenic relic (Hoa Hoi commune) and 17 provincial-level relics.

If considered from a characteristic perspective in the system of historical and cultural heritage, Phu Hoa is one of the localities with a high density of relics, simultaneously carrying its own unique values. Unlike other coastal localities in the province, or mountainous districts, Phu Hoa is a midland plain, along Ba river, so it has the typical image of a delta plain: vast fields, poetic and romantic riverside villages.

Possessing abundant and diverse resources, in the perspective and principles of preserving historical and cultural relics, it is necessary to make detailed and complete statistics and reviews, from which to have an investment plan for conservation work. However, in the context of limited investment and aiming at the effectiveness of investment in promoting the value of relics to develop tourism, it is very important to properly assess the value and suitability for tourism development, because not all relics after being invested become tourist destinations.

Cultural and historical researcher, Mr Phan Dinh Phung, former Vice Chairman of the Provincial People's Committee, affirmed: "Localities in general, Phu Hoa in particular, need to systematically and scientifically evaluate, identify more accurately and fully the value of historical and cultural relics and scenic spots, thereby focusing investment resources to become tourist destinations. If this identification is not accurate (although correct), it will not be effective, even wasting resources...".

At the scientific workshop on Preserving and promoting the value of historical and cultural relics associated with tourism development in Phu Hoa district, scientists compiled statistics on the system of historical and cultural heritages, analyzed the current situation, strengths, and proposed specific solutions in the work of preserving and promoting heritage associated with tourism development. In which, some historical and cultural relics, scenic spots, and natural resources of great value and characteristic for tourism development are identified: Historical and cultural relics of Luong Van Chanh Tomb and Temple, Dong Cam Dam scenic relic, and Ho Dynasty’s Wall archaeological relic. 

In addition to the three nationally ranked relics, Phu Hoa also has numerous cultural relics which are cultural institutions such as temples, churches, temples of literature, ancient villages, craft villages and famous relics, such as Phu Sen hot spring, Ngu Dai mountain...

Mr Le Ngoc Tinh, Secretary of Phu Hoa District Party Committee affirmed: Phu Hoa is focusing on investment resources and solutions to implement Plan 85-KH/HU dated November 1, 2021 to invest in tourism development in the period of 2021-2025, striving to become a key economic sector in the spirit of the province's action program. Phu Hoa is mobilizing all resources from the state budget and socialization for major projects in the district. Including Luong Van Chanh Temple Park Project and Phu Sen Hot Spring Resort and Health Treatment Project, expected to be implemented in 2025. When these two projects come into operation, it is hoped that they will contribute to changing the face of the district's tourism industry.
