To meet the DT requirements, investment in upgrading IT infrastructure is compulsory. In the past, the Song Hinh District People's Committee has strengthened coordination and work with telecommunications enterprises to drive investment. Up to now, the telecommunications network in the district has widely developed. 100% of communes and towns in the district are connected to the central hub via optical cables, while 3G and 4G coverage extends to villages and trade villages; the percentage of households with smartphones is estimated at 81.06%.
The information system has been completed and connected to ensure safety, laying a foundation for e-government development. Currently, all People's Committees of communes and townships have text scanners. Furthermore, 100% of officials and civil servants at the commune and town levels and 100% of district levels have access to IT equipment for work, and 100% of professional application infrastructure from People's Committees of communes and above has been standardized, ensuring minimum information security and meeting the requirements for deploying IT applications.
Recently, the meeting of the District People's Council in the form of paperless meetings has brought a lot of convenience to the office staff. Previously, to prepare for each session, office staff had to gather for many days to print and copy documents. Now, documents can be sent to delegates and participants with just a single click.
According to the Song Hinh District People's Committee, the paperless meeting was thoroughly implemented from district to grassroots level by Song Hinh district. Moreover, in order to promote the construction of digital government, the district has invested nearly 5 billion VND in establishing an online conferencing system for the District Party Committee and District People's Committee. With this system, meetings are not only directly connected to 11 communes and townships but also provincial and central bridges.
Chairman of Song Hinh District People's Committee Dinh Ngoc Dan said: With joint efforts, DT in Song Hinh district has achieved many positive outcomes. Up to now, the district has successfully deployed the iOffice operating document management system version V5 across agencies, departments, unions, and schools at both district and commune levels. Officials, civil servants, and employees actively utilize the electronic document management system, official emails, and specialized digital signatures provided by the Government Cipher Committee to process dossiers in the electronic environment, reflecting a high adoption rate. In addition, 100% of officials and civil servants have been assigned official emails for work and exchanging documents. Song Hinh district currently offers 339 total and partial administrative procedures on the provincial administrative procedure settlement information system, of which 246 are at the district level and 93 at the commune level.
In order to further advance DT activities within the people, Song Hinh district continues to expand the model of community digital technology group activities in residential areas. The whole district has established 11 communal-level community digital technology groups with 137 members and 73 village-level community digital technology groups with 478 members. These community-based organizations have contributed significantly to propagating and mobilizing the registration of identity card procedures, the installation of the VNeID application, and the use of online public services to promote digital adoption; guiding business establishments to develop electronic trading floors, putting agricultural products on the e-commerce platforms of Portmart.vn, Voso.vn...
