Accelerating construction, opening the North - South Expressway

Prime Minister Pham Minh Chinh recently held an online working session with ministries, sectors, and localities to review and accelerate the implementation of the plan to complete 3,000 km of expressways by the end of 2025. Along with the rest of the country, Phu Yen is striving to speed up the construction progress of two sub-projects under the North-South Expressway (Eastern Section) Project for the 2021-2025 period, passing through the province. Both sub-projects are expected to meet the Government’s required timeline.

According to the Ministry of Construction, to achieve the goal of having over 3,000 km of expressways nationwide by 2025, the ministry, along with relevant ministries, sectors, and units, is implementing 28 projects or sub-projects scheduled for completion in 2025, with a total length of 1,188 km. As of now, most projects are on track, with many even ahead of schedule. Additionally, the Dong Dang - Tra Linh (Cao Bang province) and Huu Nghi - Chi Lang (Lang Sơn province) projects, originally planned for completion in 2026, have been registered for early completion before December 31, 2025.

Minister of Construction Tran Hong Minh stated that after inspection teams issued directives, the projects have seen significant positive changes. Several localities have essentially completed land clearance handover, and many projects have accelerated construction progress. The inspection teams have also assessed the feasibility of completion for the 28 projects, categorizing them into two groups.

Group 1 includes projects that are on track to be completed in 2025. This group consists of 18 projects closely following the planned schedule. Among them, two segments - Ben Luc - Long Thanh and the final section of the Vân Phong - Nha Trang project - are expected to be completed and put into operation by April 30. This is also the target date for opening the main expressway sections of four other projects, with a total length of 158 km (Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, and Bien Hoa - Vung Tau passing through Ba Ria - Vung Tau province). Furthermore, five projects in this group are actively resolving existing issues and accelerating construction to meet the goal of opening by September 30, 2025. The remaining eight projects are being fast-tracked by investors and contractors to ensure completion and traffic clearance by the end of 2025.

For the two sub-projects of the North-South Expressway passing through Phu Yen province, contractors are making great efforts to stay on schedule. According to Nguyen Tan Chan, Deputy Director of the Department of Construction, as of now, the handover of land, relocation of technical infrastructure, and land handover for rest stops have all been completed 100%. The construction progress of the two sub-projects in Phu Yen has reached VND 10,867 billion/VND 15,541 billion, achieving 70% of the contract value. Specifically, the Chí Thạnh - Vân Phong section has completed VND 5,764 billion/VND 8,167 billion, reaching 70.57% of the contract value, slightly behind schedule by 1.39%. To date, approximately 88% of the embankment work has been completed, with 8.8 km/42.65 km of asphalt paving done. All 32 bridge structures are under construction, with 126/134 bridge spans completed. The Tuy An road tunnel, which is 1,020 meters long, has also been fully excavated through both tunnel tubes. Moreover, 46/47 underpasses for local residents have been completed.

For the Quy Nhon - Chi Thanh sub-project, the construction progress has reached VND 5,103 billion/VND 7,374 billion, achieving 69.20% of the contract value, which is 1.05% behind schedule. The delay is mainly due to the settlement period required for soft ground treatment in Xuan Loc commune, Song Cau town. As of now, approximately 85% of the embankment work has been completed, with 3.86 km/19.6 km of asphalt paving finished. All 28 bridge structures are under construction, with 124/188 bridge spans completed. Contractors are currently mobilizing manpower and machinery in a three-shift, four-team schedule to accelerate the progress of Ky Lo Bridge at km63+328. In addition, 15/16 underpasses for local residents have been completed.

The reason for the delays in both sub-projects is the required surcharge preloading for weak soil treatment at certain sections in Dong Hoa town and Song Cau town. Relevant units and local authorities are actively accelerating construction progress, with a firm commitment to completing the Quy Nhon - Chi Thanh sub-project by September and the Chi Thanh - Van Phong sub-project by December.
