Accelerating the progress of investment and construction projects in the healthcare sector

PPC Vice Chairman, comrade Dao My, recently held a working session with relevant agencies regarding the implementation of healthcare-related investment and construction projects across the province.

At the working session, representatives of the project investors reported on the implementation progress of key healthcare projects, including: the Provincial Obstetrics and Pediatrics Hospital, managed by the Provincial Project Management Board for Construction Investment; the maintenance and repair of the Provincial General Hospital; and the construction, renovation, upgrading, and procurement of medical equipment for the Provincial Center for Disease Control (CDC), 9 district-level health centers, and 28 commune-level health stations under the Economic Recovery and Development Program. Moreover, there are projects to build, renovate, and upgrade infrastructure, and provide medical equipment for commune health stations in the province under the Development Investment Program for Grassroots Healthcare Networks in Disadvantaged Areas, using loans from the Asian Development Bank (ADB). Other projects include investment in a centralized hazardous medical waste treatment system in Tuy Hoa City, wastewater treatment systems for the Obstetrics and Pediatrics Hospital, and upgrades to wastewater treatment facilities at district hospitals in Son Hoa, Dong Xuan, Tay Hoa, and Tuy An, managed by the Department of Health.

Accordingly, several projects have completed construction work and are currently in the process of bidding for medical and office equipment. However, many components are still behind schedule due to prolonged periods needed for design adjustments and the wide geographical distribution of project sites across multiple localities, which has posed challenges for implementation…

At the meeting, representatives of the project owners proposed various solutions to facilitate the implementation of the projects, particularly regarding procurement packages for medical and office equipment. The Department of Health recommended that for ongoing public investment projects under construction, permission be granted to continue implementation in accordance with signed contracts and to ensure that progress stays on schedule.

Addressing the working session, comrade Dao My, PPC Vice Chairman, emphasized that healthcare projects are key initiatives with practical significance in improving public health, especially in remote and underserved areas. Therefore, project owners and contractors must focus maximum resources, urgently resolve obstacles, accelerate construction progress, and ensure the quality of works according to technical standards and disbursement schedules. Vice Chairman Dao My also requested that relevant units reassess the current health stations to ensure appropriate equipment procurement after integration, in alignment with the functions of newly upgraded medical centers. Relevant departments, sectors, and localities must enhance coordination and provide timely guidance and support to project owners in settlement procedures, ensuring all necessary conditions are met so the projects can be completed on schedule and soon put into operation for the benefit of the People.
