Addressing at the opening session, comrade Cao Thi Hoa An, on behalf of the session chair, emphasized: This session decides on important issues, aiming to ensure that regulations and policies are implemented promptly and smoothly according to the law. Simultaneously, she requested the delegates of the Provincial People's Council to promote a sense of responsibility, actively discuss, clearly express their opinions on the contents presented at the session, propose practical solutions for the Provincial People's Council to pass resolutions that ensure compliance with legal regulations and are close to the actual situation of the locality, effectively promote resources in investment, promote socio-economic development of the province; Heads of agencies and units, according to their functions and tasks, keep improving accountability, clarifying issues of concern to delegates, create unity, for the Provincial People's Council to consider and decide.
Next, Comrade Le Tan Ho, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairman of the Provincial People's Committee reported on the presentation of the Provincial People's Committee on the draft resolution dossiers submitted at the session; the Legal and Economic - Budget Departments of the Provincial People's Council presented their examination reports on the draft resolution submitted at the session in the areas of their activities.
Through discussion, the majority of delegates basically agreed on the draft resolution dossiers submitted by the Provincial People's Committee at the session and the examination reports of the Legal and Economic - Budget Departments of the Provincial People's Council. Regarding the contents of concern to delegates of the Provincial People's Council, the issues raised were also reported, explained, provided information, clarified by leaders of relevant departments and branches, as a basis for the Provincial People's Council to consider and decide at the session.
At the meeting, the Provincial People's Council conducted the procedure to dismiss the Head of the Culture - Social Department of the Provincial People's Council, term VIII, 2021-2026, Ms. Dang Thi Hong Nga, due to transferring to another job; dismissed the members of the Provincial People's Committee, term 2021-2026, for the following: Vo Dinh Tien, Deputy Chief of the Provincial People's Committee Office, former Director of the Department of Planning and Investment; Truong Van Phuong, former Head of the Provincial Ethnic Department; Duong Binh Phu, former Director of the Department of Science and Technology; Nguyen Thi Hong Thai, Chairwoman of the Provincial Women's Union, former Director of the Department of Culture, Sports and Tourism; Nguyen Trong Tung, Deputy Secretary of the Provincial Party Committee, former Director of the Department of Agriculture and Rural Development; Nguyen Huu Tu, Deputy Secretary of the Provincial Party Committee, former Director of the Department of Labor, Invalids and Social Affairs; Nguyen Thanh Tuan, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, former Director of the Department of Industry and Trade; Pham Van Bay, Vice Chairman of the Provincial Fatherland Front Committee, former Director of the Department of Foreign Affairs. Simultaneously, the Provincial People's Council also carried out the procedure to elect the Head of the Culture - Social Department of the Provincial People's Council, term VIII, for Ms. Do Thi Nhu Tinh, former Vice Chairwoman of the Provincial Fatherland Front Committee; to elect additional members of the Provincial People's Committee, term 2021-2026 for Mr. Nguyen Xuan Hung, Director of the Department of Industry and Trade; Mr. Tran Van Tan, Director of the Department of Finance; Ms. Dang Thi Hong Nga, Director of the Department of Ethnic Minorities and Religions.
With a spirit of responsibility, democracy and objectivity, the 26th session completed all the contents and programs set out. The delegates of the Provincial People's Council reached a high consensus and voted to pass 15 important resolutions.
In her closing speech, Comrade Cao Thi Hoa An emphasized: This session has promptly concretized mechanisms, policies, and legal regulations in the actual conditions of the locality, passed resolutions of great significance, directly affecting the people, socio-economic development, and is an important legal basis for the Provincial People's Committee to implement in 2025 and the following years. In addition to implementing the 8% growth target as directed by the Government, in the coming months, the province, together with the whole country, will actively and resolutely reorganize the apparatus of the political system and prepare to organize Party congresses at all levels as directed by the Central Government.
Therefore, the Provincial People's Council requests the Provincial People's Committee and the Chairman of the Provincial People's Committee to direct all levels, sectors, and localities to focus on organizing and implementing the resolutions of the Provincial People's Council in a proactive, creative, and resolute spirit; strengthen inspection and examination work, promptly remove difficulties and obstacles, ensure that resolutions are implemented promptly, synchronously, put into practice and achieve practical results. The Standing Board of the People's Council, the People's Council's departments, the groups and the delegates of the Provincial People's Council keep promoting the sense of responsibility, actively supervising the implementation of the resolutions of the Provincial People's Council so that the resolutions can truly come into practice and be effective...
Along with other provinces and cities nationwide, Phu Yen is arranging, streamlining the apparatus, merging administrative units according to the 2-level local government model to ensure the goal of streamlining, efficiency, effectiveness with the motto "decisive, drastic, determined to do". The Standing Board of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors, and localities to do a good job of disseminating, propagating, and creating higher consensus among the people with the spirit of "The Central sets an example, the locality responds", ensuring consensus and unity for the common development of the country, not allowing hostile forces to take advantage of distorting, sabotage, inciting, luring, and dividing the great national unity bloc; especially to thoroughly educate the contingent of cadres, Party members, civil servants, and public employees to make the highest efforts, to best fulfill the duties and tasks they are undertaking and when they are mobilized and assigned to work in new units.
