Determination in implementation to achieve the highest efficiency

If we consider the Project on developing the application of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06) playing a pioneering and leading role in promoting national digital transformation and innovating national governance methods; Resolution 57-NQ/TW of the Politburo, Resolution 47-NQ/TU of the Phu Yen Provincial Party Committee on breakthroughs in science and technology development, innovation and digital transformation are the guiding principles for all levels, sectors and localities to carry out the above tasks in a focused, consistent and breakthrough manner in the coming time.

Phu Yen Eye Hospital is one of the pioneering units of Phu Yen Health sector in implementing Project 06. The hospital has implemented 2 models: medical examination and treatment using citizen identification cards and VNeID application; and cashless payment, which has initially achieved important results, contributing to the goal of national digital transformation and effective application of health records throughout the industry.

With the model of medical examination and treatment using Identification cards and VNeID application, when coming to the hospital, patients only need to present their Identification card or smartphone with VNeID application installed. After receiving, medical staff will scan the Identification card, the information of the people will be displayed fully and accurately and do not have to be verified with any documents including the health insurance card. As for the cashless payment model, patients only need to bring a smartphone or payment card to be able to transact and pay quickly at the hospital.

Ms. Nguyen Thi Hoa in Hoa An commune (Phu Hoa district) said: Previously, when going to the hospital for medical examination and treatment, it took a lot of time for the process from buying records, declaring name, address, presenting health insurance card, then checking the health card code on the system and the appropriate documents. But now, when going to the hospital, I only have to present my Identification card or VNeID application on my smartphone to register for medical examination, significantly reducing waiting time. In addition, when paying, I only need to transfer money on my smartphone, without having to pay in cash, which is very convenient, reducing the risks of confusion in counting.

Director of Phu Yen Eye Hospital, Mr. Huynh Phuc Nhi said: To implement the above two models, the hospital has fully equipped resources in terms of human resour, equipment, and increased propaganda work on the model's benefits to officials and employees, patients, and patients' relatives when coming to the hospital for medical examination and treatment. In addition, the hospital coordinates with relevant agencies to organize professional training for staff; at the same time, upgrade software, install wifi network to serve technology applications such as data reading, electronic payment, etc. Thanks to that, the total number of medical examinations of the hospital in 2024 was 66,774 times, reaching 133.55%, an increase of 8.67% compared to 2023. The results of self-assessment of hospital quality in 2024 according to the set of 83 criteria of the Ministry of Health, the hospital achieved 3.64 points, classified as good.

Not only Phu Yen Eye Hospital, other units in the province have also made great efforts in implementing Project 06. According to Colonel Nguyen Thai Hoang, Deputy Director of the Provincial Police, up to now, the Provincial Project 06 Working Group has deployed and maintained the effective operation of 19 out of 44 models of Project 06 under the direction of the Central Project 06 Working Group. The province has created important foundations and bases to form a digital citizen ecosystem, promoting the development of the digital economy and digital society. In particular, non-cash payment solutions have been deployed for 60,345 beneficiaries of social security policies, 16,474 pensioners and social insurance beneficiaries in the province; 178,500 electronic health records have been deployed via the VNeID application. The Provincial Police have collected 971,783 ID records; activated 518,993 electronic identification accounts, etc.

Recently, Mrs. Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Dao My, Vice Chairman of the Provincial People's Committee and leaders of a number of departments, branches and localities surveyed the implementation of Project 06 in a number of units in the province. At the inspection, the Standing Deputy Secretary of the Provincial Party Committee, Mrs. Cao Thi Hoa An affirmed that: Project 06 plays a pioneering role in promoting national digital transformation. The implementation of Project 06 is one of the bright spots of digital transformation in Phu Yen province in the recent times, which was drastically directed by the Standing Board of the Provincial Party Committee, the Standing Provincial Party Committee and the Provincial People's Committee. The departments, units and localities have implemented the contents of Project 06 synchronously, actively and effectively, bringing about specific and practical results, contributing to the development of the local socio-economic situation.

The Standing Deputy Secretary of the Provincial Party Committee also noted that units and localities should focus on studying, thoroughly grasping and effectively implementing Resolution 57-NQ/TW dated December 22nd, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; and Resolution 47-NQ/TU dated February 24th, 2025 of the Phu Yen Provincial Party Committee on breakthroughs in science, technology, innovation and digital transformation in the province; considering this as a guideline for all levels, sectors and localities to carry out the task of developing science, technology, innovation and digital transformation in a focused, consistent and breakthrough manner in the coming time.

Accordingly, Resolution 47-NQ/TU of the Provincial Party Committee sets a target that by 2030, in terms of potential, level of science, technology and innovation, Phu Yen province will be raised to a fairly average level among the provinces; the contribution of total factor productivity to economic growth is over 50%; advanced, modern, large-capacity digital infrastructure, broadband on par with other provinces in the region, step by step applying a number of strategic technologies, digital technologies; implementing state management in the digital environment, connecting and operating smoothly among agencies in the political system, etc. The Provincial Party Committee also proposed 7 groups of tasks and solutions to focus on implementing in the coming time. “Phu Yen province will promote its advantages to make breakthroughs in science and technology development, innovation and digital transformation, creating strong changes in the coming time”, affirmed Mrs. Cao Thi Hoa An.
