Politburo Inspection Delegation working in Phu Yen

Addressing at the meeting, Comrade Vu Hong Thanh, Standing Deputy Head of the Politburo Inspection Delegation 1910, explained the purpose, requirements, and contents of the inspection. Accordingly, the inspection content mainly focuses on the leadership and direction of the Provincial Party Committee's Organizing Departmen on summarizing Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Central Party Committee "Some issues on keeping innovating and reorganizing the apparatus of the political system to be streamlined and operate effectively and efficiently", Conclusion 121-KL/TW, dated January 24, 2025 of the Central Party Committee "On summarizing Resolution 18-NQ/TW, associated with the establishment and operation of new Party committees"; the Organizing of the implementation of Directive 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion 118-KL/TW, dated January 18, 2025 adjusting and supplementing a number of contents of Directive 35-CT/TW.

Vice Chairman of the National Assembly, Mr Vu Hong Thanh emphasized that the inspection aims to properly and fully assess the results achieved in implementing Directive 35-CT/TW and Resolution 18-NQ/TW in Phu Yen province, especially the good deeds to promote and replicate; simultaneously, identify and point out the shortcomings and limitations to have measures to overcome them. The inspection delegation will also record the recommendations and proposals of the locality to contribute comments and provide guidance for immediate resolution or report to the Politburo and the Secretariat.

Reporting to the inspection delegation, Head of the Provincial Party Committee's Organizing Department, Mr Nguyen Quoc Hoan informed: Regarding the work of advising on the implementation of Resolution 18-NQ/TW and Conclusion 121-KL/TW, the Organizing Departmen has chaired and coordinated with the agencies advising the Provincial Steering Board, the Provincial Party Committee’s Standing Board, and the Provincial Party Committee to report on the implementation of Resolution 18-NQ/TW, propose a plan to reorganize the apparatus of the provincial political system to be streamlined, operate effectively and efficiently, and send it to the Central Steering Committee to ensure the prescribed time. From the implementation of Resolution 18-NQ/TW to the time of summary (October 2017 to October 2024), the whole province has reduced 230 Organizings, 6 commune-level administrative units, 23 villages and neighborhoods; reduced 3,526 staff, and implemented a policy of streamlining staff for 1,202 cases. Since implementing Conclusion 121-KL/TW, the province has further reduced 1 advisory and support agency for the Provincial Party Committee; 8 Party delegations and 3 Party executive committees established by the Provincial Party Committee’s Standing Board; 6 specialized agencies under the Provincial People's Committee; 9 advisory and support agencies for district, town and city Party Committees; 18 specialized agencies under the District People's Committee; 30 focal points within the department, office and branch levels under departments and boards. Regarding Directive 35-CT/TW and Conclusion 118-KL/TW, the Organizing Department has advised the Provincial Party Committee to establish 3 sub-committees to serve the 18th Provincial Party Congress; advised the Personnel Sub-Committee to develop and complete the draft personnel plans for the 18th Provincial Party Congress; advise the Provincial Party Committee’s Standing Board  to direct the Party Committees under the Provincial Party Committee to lead and direct the development of implementation plans at their level, and simultaneously guide and inspect the work of preparing Party committee personnel and the time for holding congresses of lower-level. The Organizing Department has advised the  Provincial Party Committee’s Standing Board to select 5 Party committees to organize model congresses at the grassroots level. In order to prepare a step for Party Committee personnel at all levels for the 2025-2030 term, the Department has advised the Provincial Party Committee’s Standing Board to mobilize, appoint, rotate, and designate 70 cadres under the management of the Standing Board. The election in the congress according to the Party Election Regulations is carried out seriously and in accordance with regulations. As of March 5, 2025, the whole province has 56/540 Party Committees organizing Party Congresses at the grassroots level for the 2025-2030 term.
