Structural Reform of the Political System: Proper Awareness, Strong Determination, and Proactive Implementation

In recent years, Phu Yen has proactively developed action programs and implementation plans, clearly defining specific tasks and roadmaps while assigning responsibilities to each level of Party committees and organizations. This has been done in accordance with Resolution 18-NQ/TW, dated October 25, 2017, issued at the 6th Plenary Session of the 12th Party Central Committee on 'Key Issues in Continuing to Reform and Streamline the Political System for Greater Efficiency and Effectiveness.' As a result, the province has seen significant progress in restructuring its apparatus, enhancing organizational innovation, and improving the operational efficiency of agencies, units, and organizations within the political system.

According to the Provincial Party Organizing Committee, from the implementation of Resolution 18-NQ/TW until its finalization in October 2024, Phu Yen province has streamlined its organizational structure by reducing 230 organizations, 6 commune-level administrative units, 23 villages, commercial zones, and neighborhoods, as well as cutting 3,526 payroll positions and implementing downsizing policies for 1,202 cases. Since the implementation of Conclusion 121-KL/TW, on January 24, 2025 of the 13th Party Central Committee (November 2024), the province has further reduced 1 advisory and assisting agency of the Provincial Party Committee, 88 party unions and 3 party committees established by the Standing Committee of the Provincial Party Committee; 6 specialized agencies of the PPC; 9 advisory and assisting agencies of districts, towns and cities; 18 specialized agencies of the District People's Committee; 30 focal points inside departments and branches of departments; ensure the orientation of the central government, the direction of the Steering Committee to summarize Resolution 18 of the Government.

According to Comrade Nguyen Quoc Hoan, Member of the Standing Committee and Head of the Provincial Party Organization Committee, the organizational structure of the political system from the provincial to grassroots levels has been reinforced, streamlined, and restructured for greater efficiency. The functions, tasks, and working relationships of agencies and units have been adjusted and supplemented accordingly. The cadre and civil servant workforce is gradually being standardized, increasingly meeting the demands of duties in the current context. The management and utilization of staffing quotas, labor contracts, and the number of deputy positions within agencies and units strictly adhere to regulatory requirements. Additionally, the strategic placement of cadres, civil servants, and employees in agencies and units based on their professional qualifications has maximized their capabilities and strengths, enhancing overall work quality and operational efficiency.

“In the coming period, the Provincial Party Organizing Committee will continue to provide strategic advice on reviewing, adjusting, supplementing, and refining the functions and responsibilities of agencies, units, and organizations according to the regulations and guidelines of the central government, striving to reduce approximately 15% of internal organizational focal points to ensure greater efficiency and effectiveness. Furthermore, the committee will collaborate with localities and relevant units to review, amend, and enhance regulations, working procedures, and operational principles to ensure that the rearranged and consolidated agencies and units are truly upgraded, creating breakthroughs in operational effectiveness and efficiency; the quality of operations is improved. Party committees, authorities, localities, and units strongly innovate methods of recruiting, evaluating, planning, training, retraining, arranging, and using cadres, civil servants, and employees; settle regimes and policies to ensure the rights and interests of cadres, civil servants, employees, and employees affected by the organizational arrangement of the apparatus," said comrade Nguyen Quoc Hoan.

At the recent meeting between the 1910 Inspection Team of the Politburo and the Standing Committee of the Phu Yen Provincial Party Committee, Chairman of the National Assembly Tran Thanh Man highly commended the proactive approach of the Standing Committee in implementing Resolution 18-NQ/TW. Notably, the province basically reduced the number of intermediaries, reduced deputy levels, met the requirements of assigned tasks, and overcome duplication and overlap in functions and tasks.

However, Chairman of the National Assembly Tran Thanh Man also acknowledged that the province's downsizing is mechanical, primarily focusing on reducing the number, not yet associated with the organizational arrangement, mostly focusing on those nearing retirement or those ineligible for re-election in electoral agencies. The assessment of cadres and civil servants remains ineffective; it has not drastically removed from the apparatus cases of poor quality and capacity, failing to meet task requirements.

National Assembly Chairman Tran Thanh Man suggested that in the coming time, the Provincial Party Committee, PPC, and branches would do well in political and ideological work for cadres and party members on the guidelines of the Party and State related to the arrangement of the apparatus to create clarity of awareness, "with direction, policy, and policy approval, it will be effective." Furthermore, all levels, sectors, and localities must conduct thorough reviews and remove cadres and party members who lack determination, shy away from challenges, and hesitate in fulfilling their assigned duties and responsibilities. Party committees and authorities at all levels should continue to do a good job of grasping the ideological situation of cadres and party members; proactively forecast difficulties and problems arising in order to have a plan to promptly handle in the process of implementing Conclusions 127-KL/TW, dated February 28, 2025, of the Politburo and the Secretariat on the implementation of research and proposals to continue arranging the apparatus of the political system; promptly handle bad, toxic, and misleading information on the policy of organizing the apparatus of the political system, preventing any exploitation or subversive actions by hostile forces.
