Commune-level mergers, creating space for development

By May 1, 2025, the PPC must finalize the 2025 plan for the reorganization of commune-level administrative units and submit it to the Ministry of Home Affairs for appraisal, before it is considered and decided upon by the Government and the National Assembly Standing Committee. After a period of urgent preparation, the Resolution on the policy for reorganizing commune-level administrative units in Phu Yen in 2025 was recently approved at the 27th session (extraordinary session) of the 8th Provincial People's Council. This reflects the province’s strong political will in implementing a major central government policy, while also demonstrating that the proposal has been developed thoroughly and democratically, with a high level of support from local voters.

In implementation of the Resolution of the 11th Plenum of the Party Central Committee and related directives and guidelines from the central government, the Standing Committee of the Provincial Party Committee has urgently directed the development of a proposal for the reorganization of commune-level administrative units, with the overarching goal of building a government that is closer to the people and better serves the public. According to Mr Truong Ngoc Tuan, Director of the Department of Home Affairs, the PPC Party Committee has directed the committee to carry out the drafting process for the 2025 proposal on reorganizing commune-level administrative units in Phu Yen in accordance with the proper procedures and steps. The PPC Party Committee has reported and sought feedback twice from the Steering Committee for the Reorganization of Administrative Units in Phu Yen Province, the Standing Committee of the Provincial Party Committee, and the Standing Committee of the Provincial Party Executive Committee on the draft proposal. Based on their conclusions, the proposal was revised and finalized to ensure the consistency and logical coherence of the data in the proposal.

"As a result, Phu Yen Province is reorganizing its current 106 commune-level administrative units to establish 34 new communes and wards (including 7 wards and 27 communes) that meet the legal standards and criteria. Following the reorganization, the total number of commune-level units in the province will be reduced by 72, representing a 67.92% decrease compared to the current number - falling within the central government’s required reduction range of approximately 60 - 70%. The process of gathering public feedback on the reorganization policy was conducted seriously and on schedule. The approval rate among voters for the reorganization policy reached 98.04%. As soon as the PPC submits the dossier on the reorganization of commune-level administrative units to the Ministry of Home Affairs for appraisal (before April 30, 2025), the Department of Home Affairs will advise the committee to issue an implementation plan outlining the tasks and steps required to organize and staff the newly established communes and wards. This is to ensure that all 34 new administrative units officially commence stable operations by August 15, in accordance with the timeline set by the central government”, Mr. Tuan shared.

According to Comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, PPC Chairman, and Deputy Head of the Steering Committee for the Reorganization of Administrative Units in Phu Yen Province in 2025, the province’s commune-level administrative reorganization in 2025 strictly follows Resolution 76/2025/UBTVQH15 of the National Assembly Standing Committee. The proposed reorganization plan has carefully considered factors such as natural conditions, transportation infrastructure, and the spatial distribution and organization of economic zones, to fully leverage the development potential and the economic development advantages of each locality, enabling mutual support to promote the overall socio-eco development of the administrative units after the reorganization; simultaneously, the plan has taken into account the capacity and management competence of local Party committees and authorities, as well as the level of digital transformation and IT adoption by both local governments and citizens. This is not merely a simple administrative or territorial adjustment, but a historic step toward restructuring the governance space  - creating new drivers and unlocking new potential, bringing local government closer to the people and better meeting the development demands of the new era.

In line with Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Party Central Committee, Tuy Hoa City - the economic, political, and cultural center of the province - has implemented multiple rounds of administrative unit mergers and streamlining of its government apparatus since 2017. By the end of 2024, the city carried out a reorganization and adjustment of its administrative units, reducing the number of communes and wards from 16 to 12.

Most recently, in line with the central government's policy, Tuy Hoa City completed the merger of the Party Committee’s Propaganda and Mass Mobilization Commissions, as well as the consolidation of several departments under the City People's Committee. The city has essentially completed the restructuring and streamlining of several organizations, focusing on reducing the number of administrative units, minimizing intermediate layers, and cutting down on the number of senior and deputy leadership positions. It has also piloted new models of organizational structure and position cumulation. These efforts have ensured a reduction of at least 20% in staffing levels compared to 2017. The total number of officials, civil servants, and part-time workers at the commune, village, and neighborhood levels decreased from 1,028 in 2017 to 656 as of December 2024 - a reduction of 372 people.

Immediately following the mergers and consolidations, the newly established administrative units quickly began operating stably. These earlier rounds of reorganization have provided Tuy Hoa with valuable experience as it prepares for the 2025 'administrative restructuring revolution. Comrade Bui Thanh Toan, Member of the Provincial Party Standing Committee and Secretary of the Tuy Hoa City Party Committee, stated: "In this round of administrative reorganization, the newly established wards in Tuy Hoa have all been spatially expanded, creating greater room for future development. They are oriented to become economic and tourism centers, as well as key development hubs in the eastern region of the newly reorganized province". Notably, Phu Yen Ward - formed from the consolidation of Phu Lam, Phu Thanh and Phu Dong wards (Tuy Hoa City); Hoa Thanh commune; part of Uat Lam neighborhood in Hoa Hiep Bac ward (Dong Hoa Town); and Phu Nong hamlet in Hoa Binh 1 commune (Tay Hoa District) - is a locality with vast development potential. With its strategic advantages including coastal access, a high-speed railway and expressway network, a planned high-speed rail station, an airport, and an industrial zone, it is poised to become a dynamic growth engine for future development.

In response to the requirement of ensuring continuous, effective, and efficient operations without disrupting the daily lives of the people or the production and business activities of enterprises in the area, the Party committee and local authorities of Tuy Hoa City have focused intensely on leadership, direction, and management. They are committed to both carrying out the reorganization and merging tasks while effectively implementing other activities and fulfilling the assigned political tasks. The City Party Committee and the People's Committee of Tuy Hoa have instructed units and localities to review and urgently implement projects, initiatives, and tasks within the city during the period of central government reorganization. Once the resolution on the reorganization of commune-level administrative units for Phu Yen Province in 2025 is approved, the city will focus on leadership, direction, and mobilizing resources to ensure the implementation of the plan, guided by the principle of "Ensuring compliance with procedures and minimizing disruption to the lives of the People".
