The Provincial Party Committee recently held its 19^th Conference under the chairmanship of comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, and comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and PPC Chairman. 

Conference overview

At the conference, the leadership of the Provincial Party Committee’s Organization Commission announced Decision No. 2059-QĐNS/TW issued by the Party Central Committee’s Secretariat, approving Colonel Cao Van Muoi, Member of the Provincial Party Committee and Commander of the Phu Yen Provincial Military Command, as a new member of the Provincial Party Standing Committee for the 2020-2025 term. Colonel Cao Van Muoi was born in 1976, originally from Hoa My Tay Commune, Tay Hoa District, Phu Yen Province; educational qualification: university degree; Political theory level: advanced.

At the conference, delegates reviewed and gave opinions on:  the proposal for restructuring commune-level administrative units in Phu Yen Province and the proposal for reorganizing and merging provincial-level administrative units; matters related to the determination of administrative boundaries between Phu Yen and Binh Dinh provinces; the inclusion of social housing development targets in the 2025 socio-eco development plan; adjustments and supplements to the 2021-2025 medium-term public investment plan funded by the provincial budget; and revisions, supplements, and allocations of the 2025 public investment capital plan.

Regarding the 2025 proposal for reorganizing commune-level administrative units in Phu Yen Province, the province plans to restructure its current 106 commune-level units to establish 34 new communes and wards. The Department of Home Affairs will advise the PPC on issuing an implementation plan detailing the tasks and measures for organizing the apparatus of the newly established communes and wards, ensuring that all 34 new units are officially and stably Regarding the proposal for reorganizing and merging provincial-level administrative units, in early May, the Department of Home Affairs will advise the PPC on matters to be discussed with Đắk Lắk Province in order to reach a consensus on tasks and necessary conditions, ensuring that by September 15, 2025, the newly established province will officially and stably become operational, in line with the timeline set by the central government.

Addressing the conference, Secretary of the Provincial Party Committee Cao Thi Hoa An stated that the issues discussed at this conference are of great importance and complexity. Some of them are of historical significance and have a profound, long-term impact on the lives of the people and the development of the province, requiring the highest level of political determination, decisive and synchronized action in accordance with the directives of the central government.

The Secretary of the Provincial Party Committee urged all members of the Provincial Party Committee, heads of departments, agencies, localities, and organizations to proactively and actively carry out the work of disseminating, educating, mobilizing, and guiding the mindset within their agencies, units, and localities, as well as participating in shaping public opinion, particularly regarding the restructuring of the organizational apparatus and the reorganization of commune- and provincial-level administrative units.

The departments and units need to focus on organizing the apparatus and arranging personnel in a reasonable manner, retaining capable staff while preventing “brain drain”, and simultaneously eliminating those with parochial thinking or a tendency to avoid difficult tasks. It is also important to promptly address the policies and entitlements for officials, civil servants, and public employees after the merger.

The Secretary of the Provincial Party Committee is confident that, with the high unity and solidarity within the entire Party Committee, along with the active support and participation of the people and the armed forces in the province, the targets and plans set forth; especially the task of restructuring and reorganizing the local government into a two-tier model that is truly streamlined, effective, and efficient will be successfully implemented on schedule and to a high standard.
