The Provincial Steering Committee for Anti-Corruption, Wastefulness, and Negativity (the Provincial Steering Committee) recently held its 13th session under the chairmanship of comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council, and Head of the Provincial Steering Committee.

In the first quarter of 2025, the Provincial Steering Committee proactively advised, directed, and effectively implemented the Party’s guidelines and the State’s laws on anti-corruption, wastefulness, and negativity in a timely and serious manner. The committee also thoroughly carried out the conclusions of the General Secretary - Head of the Central Steering Committee and the Central Steering Committee on anti-corruption, wastefulness, and negativity efforts.
The Provincial Steering Committee has directed efforts to enhance communication, dissemination, and education on anti-corruption, wastefulness, and negativity, in close connection with promoting the study and implementation of Ho Chi Minh’s ideology, ethics, and style. The committee also oversaw the implementation and promotion of regulations issued by the Politburo on power control, anti-corruption, wastefulness, and negativity, and the protection of agencies, organizations, and public officials involved in investigation, prosecution, adjudication, and enforcement, as well as those fighting against corruption and wrongdoing; directing the provincial judicial and law enforcement agencies to accelerate progress and promptly conclude the investigation and handling of certain corruption and negative conduct cases under the committee’s supervision, especially those cases recommended by Mission No. 7.
At the meeting, the Provincial Steering Committee announced the decision to consolidate its organizational structure. The committee also discussed and approved its working regulations, assigned tasks to its members, adopted the 2025 work program and inspection plan, and finalized the list of cases and matters under its supervision, direction, and follow-up.
Drastically, comprehensively, and effectively implementing tasks and solutions
Concluding the meeting, Comrade Cao Thi Hoa An requested relevant agencies, units, and localities to focus on leadership and direction, and to continue thoroughly grasping and implementing the latest directives from the Central Government and the Provincial Party Standing Committee on the prevention and control of corruption, wastefulness, and negative acts. Special attention was called to the articles by General Secretary To Lam titled "Combating Wastefulness", "Digital Transformation - A Key Driver for Developing Productive Forces and Perfecting Production Relations to Lead the Nation into a New Era".
Simultaneously, efforts should be intensified to promote awareness and education on the prevention and combat of corruption, wastefulness, and negativity. Focus must be placed on rectifying and addressing the “fear of responsibility” syndrome - where officials work passively, avoid responsibilities, shift blame, and refrain from taking action due to fear of making mistakes - especially among leaders and managers at all levels. It is essential to reinforce discipline and order within agencies and organizations while fostering a culture of integrity, free from corruption, wastefulness, and negativity among officials, Party members, and the people.
In addition, it is necessary to vigorously, comprehensively, and effectively implement tasks and solutions in the fight against corruption, wastefulness, and negativity, with anti-wastefulness efforts identified as a breakthrough focus. Continue to direct and monitor the review and resolution of public assets, public investment projects, and non-budget investment projects that use natural resources - especially land resources - which show signs of wastefulness or pose a risk of causing waste in the province, in order to develop appropriate remedies and solutions.
Strengthen inspection, supervision, and auditing, as well as the resolution of complaints and denunciations, with a focus on areas prone to corruption, wastefulness, and other negative behaviors - especially pressing, sensitive issues that attract public concern within the province. Step up efforts to create more tangible improvements in the detection and handling of corruption, waste, and misconduct across departments, agencies, and units. Effectively address and prevent "petty corruption", harassment, and negative behaviors that cause inconvenience for citizens and businesses in resolving tasks.
The members of the Provincial Steering Committee shall direct the implementation of their assigned tasks in a timely and effective manner; regularly urge, inspect, and supervise anti-corruption, wastefulness, and negativity efforts at Party committees, Party organizations, agencies, units, and localities under their assigned management and oversight. The Provincial Party Committee’s Internal Affairs Commission - the Standing agency of the Provincial Steering Committee - monitors the progress of handling each case and matter on the committee’s watchlist; promptly advises and proposes directions for complex and challenging cases; and focuses on promptly and thoroughly addressing citizens’ complaints and denunciations related to corruption, wastefulness, and negative conduct submitted to the Provincial Steering Committee, in accordance with regulations.
