The Standing Committee of the Provincial Vietnam Fatherland Front Committee recently held the 4th meeting of the 12th Provincial Committee, term 2024-2029, to collect opinions on the draft Resolution amending and supplementing certain articles of the 2013 Constitution; and to consult on the addition of member organizations and committee members of the 12th Provincial Vietnam Fatherland Front Committee, term 2024-2029.

Opening remarks at the conference, comrade Tran Huu The, Member of the Provincial Party Standing Committee and Chairman of the Provincial Vietnam Fatherland Front Committee, emphasized that the draft resolution to amend the Constitution is a highly significant document, with revisions focusing on three major groups of issues. First, the amendment to Article 9 of the Constitution aims to more clearly affirm the central position and role of the Vietnam Fatherland Front within the political system. The Front is not only a political alliance and a voluntary union of socio-political organizations, but also serves as a political foundation of the people's government, representing and protecting the legitimate rights and interests of the people.
Second, regarding the organization of local government and administrative units, the draft proposes a shift from the current three-tier administrative model (province - district - commune) to a two-tier model (province and commune), while clearly stipulating the termination of district-level administrative units as of July 1, 2025. Third, the draft amends provisions concerning the right to submit draft laws and ordinances to the National Assembly and the National Assembly Standing Committee. Accordingly, only the Central Committee of the Vietnam Fatherland Front will retain this right, reflecting a centralized and unified point of submission and enhancing the role and responsibility of the Front in the legislative process.
The delegates also contributed opinions to clarify the aforementioned contents, while affirming that this draft resolution is not merely a matter of constitutional technicalities, but is deeply connected to the rights and interests of the people, the organizational structure of local government at all levels, as well as the role of the Fatherland Front and its member organizations.
At the conference, the delegates reached consensus to include the Provincial Bird’s Nest Association and the Provincial Business Association as member organizations of the 12th-term Provincial Vietnam Fatherland Front Committee for the 2024-2029 tenure. Mr. Pham Duy Khiem, Chairman of the Provincial Bird’s Nest Association, and Mr. Nguyen Tan Thuan, Standing Vice Chairman in charge of the Provincial Business Association, were appointed as members of the 12th-term Provincial Fatherland Front Committee for the 2024-2029 tenure.
