Commencement of construction of 1,854 houses for people with meritorious services to the revolution, poor and near-poor households

In the report at the meeting, Comrade Ho Hong Nam, Standing Vice President of the Provincial Fatherland Front Committee, stated that as of May 12, a total of 1,854/2,224 houses had been started across the province, reaching 83.36% of the plan (including additional houses for revolution contributors and Agent Orange victims). Among them, 1,320 are newly built houses, and 534 are renovated or repaired. A total of 1,263 houses have been completed, including 783 new constructions and 480 renovations or repairs. 8/9 localities have started construction on over 90–100% of their assigned houses, with the exception of Tuy An District, which has only reached 69%. 4 localities, including Tay Hoa, Phu Hoa, Tuy Hoa City, and Dong Hoa Town, have completed 100% of their assigned housing.

At the meeting, delegates focused on discussing and assessing the existing difficulties and obstacles, and proposed solutions aimed at continuing to mobilize resources to support the elimination of makeshift and dilapidated houses for policy beneficiary households, poor households, and near-poor households. They also emphasized the need to complete administrative procedures for families that have already finished house construction, and to focus on resolving legal issues related to land use procedures for poor households in accordance with current laws.

Concluding remarks at the meeting, Provincial Party Secretary Cao Thi Hoa An acknowledged and highly appreciated the sense of responsibility demonstrated by the Steering Committees at all levels, as well as the strong efforts of various departments, sectors, and localities in decisively implementing the program to eliminate makeshift and dilapidated houses helping poor and near-poor households, and families with meritorious service to the revolution, to achieve stable and secure living conditions.

In order to achieve the set target of eliminating makeshift and dilapidated houses, the Provincial Party Secretary requested localities to continue strengthening widespread communication and advocacy to highlight the significance of this effort. Authorities are urged to regularly monitor, direct, and promptly address challenges and obstacles during implementation. Emphasis must be placed on thoroughly applying the Prime Minister’s “5 Clarities” principle: "Clarity in personnel, clarity in tasks, clarity in accountability, clarity in deadlines, and clarity in deliverables". Local officials should maintain a firm grasp of household circumstances in order to provide additional support to especially vulnerable groups, such as the elderly living alone and people with disabilities helping them obtain housing that meets standards.

The Provincial Party Secretary emphasized that from now until June 30, all remaining houses under the temporary and dilapidated housing elimination program must be completed by localities. By July 27 - in commemoration of War Invalids and Martyrs Day - housing support for people with meritorious services to the revolution must be completed. This is a political task that must be accomplished with determination. After the meeting, members of the Steering Committees at provincial, district, and commune levels must review all specific cases, assign responsibilities clearly and concretely, urge implementation, and be held accountable for the areas under their supervision. Absolutely no citizen should be left without proper shelter.
