Commenting on the draft document to submit to the Provincial Party Congress, tenure 2025-2030

At Phu Yen Provincial Party Committee, the Standing Committees of the Party Committees of Phu Yen and Dak Lak Provinces recently held a conference to hear reports from the Standing Members of the Subcommittee on Documents of both provinces, seeking feedback on the draft political report to be submitted to the Provincial Party Congress of Dak Lak for the 2025-2030 term following the merger.

At the conference, representatives of the Drafting Team for the Dak Lak Provincial Party Congress presented the draft political report to be submitted to the Provincial Party Congress of Dak Lak for the 2025–2030 term following the provincial merger, while representatives of the Phu Yen Drafting Team summarized key feedback and contributions to the same draft.

The proposed theme of the congress is: “Joining forces and uniting to build a clean, strong Party and political system that operates effectively and efficiently; fully harnessing all potential and advantages; determined to successfully achieve the socio-eco development goals and tasks by 2030; firmly ensuring national defense and security; building Dak Lak into a fast-growing, sustainable, civilized province with a distinct identity”.  The draft document sets out 17 development targets in areas such as the economy, culture, society, environment, national defense and security, and Party building; identifies 5 task and solution groups; highlights 9 core priorities; and defines 4 strategic breakthroughs.

During the conference, delegates expressed strong consensus on the theme and motto of the Congress; simultaneously, engaged in discussions and provided feedback on various aspects of the draft document, including its length, lessons learned, situational forecasts, guiding principles, development goals, key targets, as well as the core tasks and breakthrough priorities for the 2025 - 2030 term...

Addressing the conference, Secretary of the Phu Yen Provincial Party Committee Cao Thi Hoa An highly appreciated the close, coordinated, and harmonious collaboration between the Party committees, authorities, departments, and sectors of the two provinces in recent times. Despite the substantial workload required to move toward the merger of the two provinces, both sides have demonstrated unity and consensus, overcoming challenges and completing tasks on schedule.

Comrade Cao Thi Hoa An requested that the draft report for the Dak Lak Provincial Party Congress after the merger be developed in a concise, clear, and easily implementable manner, as directed by General Secretary To Lam. The political report should more clearly highlight the key tasks and breakthrough measures for the upcoming period, especially focusing on the development of human resources in Dak Lak post-merger, linked with digital citizenship and workforce development. Attention should be given to training, fostering, and restructuring personnel, particularly young cadres, women, and ethnic minority groups, in connection with advancements in science and technology, innovation, and digital transformation. Both provinces need to review their provincial planning to make appropriate adjustments and identify the main growth drivers for the coming period.

Concluding the conference, Secretary of the Dak Lak Provincial Party Committee, comrade Nguyen Dinh Trung, praised the thorough, responsible, and insightful preparation of the Subcommittee on Documents and the Editorial Teams of both provinces in completing the initial draft of the political report to be presented at the Provincial Party Congress of Dak Lak following the merger. The political report clearly reflects the key conclusions, resolutions, and directives of the Central Government, as well as the guidelines and regulations on the formulation of congress documents.

Comrade Nguyen Dinh Trung requested that the Congress Document Subcommittee and the Editorial Teams of the two provinces continue to review and further study the potential, strengths, and development space of both provinces to incorporate into the congress document, thereby clarifying solutions, tasks, and breakthrough priorities in the coming period. Following the conference, the Subcommittee and Editorial Teams of both provinces will continue to integrate feedback from the Standing Committees of the Provincial Party Committees, finalize the draft document before submitting it for consultation with the Executive Committees of the two Provincial Party Organizations (on June 5), and proceed with the subsequent steps.
