In these historic days of May, every Vietnamese citizen remembers our beloved President Ho Chi Minh with deep respect, gratitude, and reverence. In the hearts of the land and people of Phu Yen, the image of Uncle Ho remains ever present. His affectionate teachings and heartfelt guidance have been deeply engraved in the minds of generations of Phu Yen residents, inspiring trust, strength, and motivation for the Party, authorities, People strive to build a more prosperous and beautiful homeland, joining the entire nation in confidently stepping into a new era - a time of national awakening and advancement.

The flag-raising ceremony is a solemn ritual that embodies national pride. Beneath the flag, love for the Fatherland, national dignity, and a sense of responsibility to the country are nurtured in every heart. Since 2009, the “Under the Flag” activity has been regularly held by provincial-level agencies and organizations on the first Monday of each month, in conjunction with studying and following Ho Chi Minh's thought, morality, and lifestyle. During these sessions, officials and Party members listen to stories about Uncle Ho, drawing valuable lessons for themselves and their units - thereby enhancing their sense of responsibility in carrying out the political tasks of localities and organizations. From 2023, in order to further improve the quality of the “National Flag Salute and Learning Under the Flag” model, the Provincial Party Committee's Propaganda Department (now the Department of Propaganda and Mass Mobilization) has directed agencies, units, and localities to add content recognizing and commending good people, good deeds, and exemplary individuals in studying and following Ho Chi Minh's thought, morality, and lifestyle during the flag-raising ceremony.

According to comrade Nguyen Thi Hoai My, Deputy Head of the Provincial Party Committee’s Department of Propaganda and Mass Mobilization, over the past 16 years, the model “National Flag Salute and Learning Under the Flag” has been seriously and consistently implemented by agencies, units, and localities throughout the province. It has become a regular practice. The weekly flag-raising and learning sessions have stirred national pride, awakened heroic spirit, patriotism, enthusiasm, and the aspiration to contribute among individuals; simultaneously, they have helped reinforce discipline, order, and enhance the sense of responsibility among officials, Party members, civil servants, public employees, and members of unions and associations in their work and studies. From this model, the movement to study and follow President Ho Chi Minh’s example has spread more deeply and widely across Party organizations, branches, and each individual Party member.

The model “Saluting the National Flag and Learning Under the Flag” is one of two province-level initiatives developed and implemented across the province by the Provincial Party Standing Committee. It has been widely studied and replicated by many localities nationwide. Recognizing that following President Ho Chi Minh's example is a core task and the clearest evidence of the results of studying and following his thought, morality, and style, under the guidance of the central government and the Provincial Party Committee, various Party committees, departments, and mass organizations have developed hundreds of meaningful and effective models and initiatives. These have been expanded and promoted throughout society, contributing to poverty reduction, improving people’s livelihoods, building more spacious, clean, and modern rural and urban areas, boosting socio-eco development, and enhancing local security and order. These efforts have also contributed to building a cleaner and stronger Party and political system at all levels, thereby strengthening the people’s trust in the Party and the State.

The ideological, moral, and stylistic legacy of President Ho Chi Minh has always served as a guiding light for the Party, authorities, armed forces, and people of Phu Yen in their continued efforts to study and follow his example. According to comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and PPC Chairman, the province has focused on effectively implementing 6 strategic breakthroughs outlined at the 17^th Provincial Party Congress for the 2020–2025 term. These include: building a competent team of officials at all levels; fostering well-rounded and capable Phu Yen citizens; promoting administrative reform and improving the investment and business environment; developing the marine economy alongside boosting investment particularly in the South Phu Yen Economic Zone; advancing agriculture through science and technology with value-chain-based product development; and enhancing the management and sustainable use of natural resources and minerals while protecting the environment.

Thanks to the implementation of synchronized solutions with strong political will, decisive action, bold thinking and doing, words matched with deeds, and a focused, results-oriented approach, Phu Yen’s economy has maintained a relatively high growth rate with some years achieving economic growth of over 14%. The South Phu Yen Economic Zone has been identified as one of the eight key coastal economic zones in the country. The provincial master plan for the period 2021–2030, with a vision to 2050, approved by the Prime Minister and now being implemented, serves as an important foundation for the province’s socio-eco development. Phu Yen has launched and accelerated key projects, with a focus on transportation, urban development, healthcare, and education. The North - South Expressway (Eastern section) and the coastal road running through the province are also receiving central government investment support.

Alongside that, the fields of education, healthcare, and culture - society have witnessed significant progress, meeting the increasingly high demands of the community. The work of Party building has also achieved important results. The Party’s central guidelines on strengthening and rectifying the Party, as well as studying and following Ho Chi Minh’s thought, morality, and style, have been thoroughly grasped and strictly implemented with various key breakthroughs. The province has also successfully organized numerous major cultural events, creating highlights and leaving a positive impression on friends and visitors about the land and people of Phu Yen.

Comrade Ta Anh Tuan emphasized: In the coming time, the Party Committee, government, and people of Phu Yen will continue to promote the study and practice of Ho Chi Minh's thought, morality, and style; effectively implement Regulation No. 144-QĐ/TW, dated May 9, 2024, issued by the Politburo, on the ethical standards of revolutionary officials and Party members in the new era, along with other Party resolutions and regulations on Party building and political system reform. The province will focus on developing a contingent of officials and Party members with the necessary qualities and capabilities to meet the demands of the current situation. It will also review and assess the effectiveness of existing models for studying and following Uncle Ho’s example, expand successful new models and effective practices that have strong impact and wide influence across agencies, units, and society. By remembering and acting on Uncle Ho’s teachings, the Party, government, armed forces, and people of Phu Yen will strive to realize the aspiration of fast and sustainable provincial development, advancing together with the nation into a new era - an era of national prosperity, civilization, and strength.
