Establishment of 34 new communal and ward party committees under provincial party committee after administrative reorganization

The Provincial Party Committee recently held a conference to provide opinions on several matters within its authority. The conference was co-chaired by comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, and comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and PPC Chairman.

At the conference, the delegates reviewed and gave feedback on 4 matters, including: the proposal to conclude the operations of the Party Committees at district, town, and city levels as well as the Party Committees at commune and ward levels; the proposal to establish new commune- and ward-level Party Committees directly under the Provincial Party Committee; the adjustment of the names of Phu Yen Newspaper Editorial Office and the Provincial Radio and Television Station after the merger; and the investment policy for the Phase 1 development and infrastructure business project of Hòa Tâm Industrial Park.

After the reorganization, the province will conclude the operations of 9 district-level Party Committees under the Provincial Party Committee and 106 commune-, ward-, and township-level Party Committees. Once the administrative unit reorganization plan at the commune level is approved by the competent authorities, district, town, and city Party Committees will issue decisions to terminate the operations of the subordinate Party Committees at the commune, ward, and township levels as of July 1, 2025; simultaneously, in accordance with central regulations, the Provincial Party Committee will issue decisions to transfer grassroots Party organizations currently under the commune-, ward-, and township-level Party Committees to the newly reorganized commune- and ward-level Party Committees, also effective from July 1, 2025, based on the approved administrative reorganization plan. The Provincial Party Committee will also issue decisions to terminate the operations of district-, town-, and city-level Party Committees under its authority as of July 1, 2025. On that basis, the province will establish 34 new commune- and ward-level Party Committees under the Provincial Party Committee, corresponding to the 34 newly reorganized commune-level administrative units.

Concluding the conference, Provincial Party Secretary Cao Thi Hoa An emphasized that: the termination of district-level Party Committees and the establishment of commune-level Party Committees directly under the provincial-level Party Committee will ensure the smooth implementation of the Party’s policies and resolutions from the Central level to the grassroots level, and from the provincial level directly to the commune level. This contributes to a strong and profound transformation in innovating leadership methods, meeting the Party’s requirements for comprehensive leadership over the political system in the new era.

Given that the newly reorganized commune-level administrative units will bear a substantial workload and require changes to many administrative procedures - while also facing challenges related to the arrangement and deployment of local officials, public servants, and employees, as well as the management of a large volume of state assets - Provincial Party Secretary emphasized that the implementation process must be conducted with fairness and objectivity, placing the common interest above all else. It is essential to avoid waste and loss, and to ensure that the operations of agencies, organizations, and units remain smooth, efficient, and uninterrupted, without negatively affecting the normal functioning of society and the lives of the People. The assigned agencies and units are required to focus on promptly and synchronously implementing the approved restructuring plan in accordance with regulations and proper authority. Special attention must be paid to timely addressing the policies and entitlements for officials, public servants, and employees who leave their positions due to the organizational restructuring, ensuring compliance with regulations.
