The People's Committees of Phu Yen and Dak Lak provinces recently held a virtual conference to review, discuss, and reach consensus on several matters related to the restructuring and merger of provincial agencies and units in both Dak Lak and Phu Yen.

At the conference, leaders from various departments and agencies of the two provinces focused on exchanging views, discussing, and reaching consensus on several key issues, including: Plans discussed include the arrangement of transportation and housing for officials, civil servants, public employees, and staff; the reorganization and allocation of office premises for provincial departments and units after the restructuring of provincial-level administrative units; strategies for asset reallocation and management; the reassignment and deployment of personnel across agencies and units; and the placement of staff at Facility No. 2.
According to the report presented at the conference, the total housing demand following the provincial merger is estimated at around 1,664 people, consisting of officials, civil servants, and public employees relocating from Phu Yen to Dak Lak for work. Of this number, 971 individuals require government-provided housing, while 693 plan to rent housing privately. Currently, the Dak Lak Department of Construction is reviewing and advising the competent authorities on the renovation and repair of available public housing stock to meet the accommodation needs of officials and civil servants during the provincial merger process.
Regarding the office buildings and operational facilities of provincial-level administrative units in Phu Yen (those under the management of the Provincial People’s Committee), there are a total of 46 facilities. Among these, 15 facilities will be retained for continued use, while 31 facilities are proposed to be handled in accordance with applicable legal regulations. It is anticipated that several office buildings of agencies and units in Phu Yen province will be retained and repurposed as secondary facilities. These include: the Office of the Provincial Party Committee; the PPC Office; the Office of the National Assembly Delegation and the Provincial People's Council (to be converted into government guest housing); the Department of Health (with functions of affiliated centers to be reorganized and reallocated); the Provincial Economic Zone Management Board; the Provincial Construction Investment Project Management Board; the Management Board of the High-Tech Agricultural Zone (two facilities); the Provincial School of Politics; Phu Yen Medical College (Campus 1); Phu Yen University (two campuses); and Phu Yen Vocational College (three campuses).
The conference also focused on discussing and clarifying the plan for reviewing and harmonizing the system of legal normative documents; the decentralization and delegation of authority to commune-level administrations after the administrative reorganization; the management, use, and exploitation of databases and archived documents; digital transformation efforts; the model of public service units with financial autonomy for regular expenditures, as well as integrated public service units at the commune level. Concluding the conference, Dak Lak PPC Standing Vice Chairman, comrade Nguyen Tuan Ha, acknowledged and highly appreciated the proactive coordination between the departments, agencies, and units of both provinces, which have reached consensus on many important matters in preparation for the upcoming reorganization of administrative units. In order to achieve the goal of completing the provincial-level merger by August 15 as directed by the Central Government, the Vice Chairman requested that departments and agencies of Phu Yen and Dak Lak provinces continue to maintain and strengthen close collaboration, ensuring the timely implementation of all necessary tasks - particularly the merger proposals of each unit.
