At a recent conference organized by the provincial Fatherland Front Committee to gather feedback on the draft resolution amending and supplementing certain articles of the 2013 Constitution, comrade Tran Huu The, Member of the provincial Party Standing Committee cum Chairman of the provincial Fatherland Front Committee, emphasized that the draft resolution is a highly significant document, focusing on three major areas of revision.
First, the amendment of Article 9 aims to more clearly affirm the central position and role of the Vietnam Fatherland Front within the political system. The Front is not only a political alliance, a voluntary association of socio-political organizations but also a political foundation of the people’s government, representing and protecting the legal and legitimate rights and interests of the people. This amendment provides stronger legal recognition of the Front’s bridging role between the Party, the State, and the people, as well as between the government and the social community.
Second, regarding the organization of local government and administrative units, the draft proposes shifting from the 3-level government structure (province – district – commune) to the 2-level structure (province and commune), and clearly stipulates the termination of the operation of district-level administrative units from July 1st 2025. This is a breakthrough step in organizational reform, eliminating redundant middle layers, reducing overlapping functions, thereby improving the efficiency of state management, meeting requirements of digital transformation in national governance. Accordingly, related articles such as Articles 110, 111, 112, 114, and 115 will be revised to align with the new structure, avoiding inconsistencies and ensuring stability within the local political system.
Third, the amendment addresses the right to propose laws and ordinances to the National Assembly and the National Assembly Standing Committee. Under the new provisions, only the Central Committee of the Vietnam Fatherland Front retains this right. This change reflects a more unified approach, strengthening the Front’s role and responsibility in the legislative process.
In recent days, Fatherland Front committees at the district, town, and city levels across the province have also organized consultations on the draft resolution, gathering opinions from all walks of life. Mr. Phạm Hieu, former Chairman of the Tuy Hoa City Fatherland Front Committee, who has long been involved in Front work, expresses his support for the amendments concerning the Vietnam Fatherland Front. He notes that consolidating the Front and its member organizations into a unified structure would create a leaner, more efficient political system suited to current national conditions. According to Mr. Hieu, the Front represents the voice of the people and serves as a bridge between the people and the Party and State. Thus, these constitutional revisions further affirm the Front’s critical role.
According to Fatherland Front committees at all levels, the majority of opinions support provisions clarifying the Front’s position and role, as well as the relationship and operational methods of the Fatherland Front, socio-political organizations and other member organizations of the Front after the arrangement and streamlining of the apparatus. Simultaneously, these amendments are expected to reaffirm the Front’s place in the political system and strengthen its role in promoting democracy and representing and protecting the legitimate rights and interests of the people. The Vietnam Fatherland Front continues to play a core role, acting as a unifying nucleus that mobilizes and gathers people from all walks of life, contributing to the successful implementation of national development and defense goals. Participants at the conference also provided specific and detailed feedback, offering proposals to revise constitutional provisions related to the demarcation of administrative units, the 2-level local government model, the responsibilities and authority of elected People's Council representatives, contributing to ensure that local governments are truly effective, close to the people, and better serve the people.
Mr. Do Vinh Tan, Member of the provincial Fatherland Front Committee, shares his view that amending and supplementing certain articles of the 2013 Constitution at this juncture is highly necessary, providing a constitutional foundation for a major reform in streamlining organizational structures, building a more effective political system, and meeting the demands of rapid and sustainable national development in the new era. Amending the Constitution not only facilitate the arrangement of the apparatus, streamlining the payroll, and merging provinces reasonably to promote the strengths of each region, but also brings strong integration factors; opening up great opportunities for the country to develop more sustainably with long-term visions in the new era.
“I fully support the amendments related to the political system’s organizational structure, including provisions on the Fatherland Front, political-social organizations, administrative units, and local government models, which are directly related to the implementation of the policy of rearranging and streamlining the organizational structure of the political system”, Mr. Tan stated.
“All contributions will be compiled by the provincial Fatherland Front Committee and reported to the Central Committee of the Vietnam Fatherland Front, which will forward them to the National Assembly and relevant authorities for review and incorporation. This process ensures that the amended Constitution truly reflects the collective wisdom, will, and aspirations of the people, serving the cause of national development and defense in the current context,” said comrade Tran Huu The.
