The Standing Committee of the Provincial Party Committee recently held a meeting with the task forces overseeing the reorganization of administrative units at the commune level, in preparation for the organization of the 2025-2030 term Party congresses at the commune level. The meeting was chaired by Comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People’s Council, and Head of the Steering Committee for the reorganization and restructuring of administrative units in Phu Yen Province in 2025.

At the working session, Comrade Nguyen Quoc Hoan, Member of the Standing Committee, Head of the Organization Committee of the Provincial Party Committee, provided information on Plan No. 302-KH/TU, dated May 12, 2025, of the Provincial Party Committee regarding the organization of party congresses at all levels leading up to the 14th National Party Congress. Accordingly, for those party organizations at the provincial, city level that are merged or consolidated; party organizations at the commune, ward, district levels, and other new party organizations formed after mergers will hold congresses with 2 main contents: (1) Summarize the implementation of the resolutions of the 2020-2025 congress term, based on the contents of the resolutions of the original party organizations before the merger or consolidation; determine the direction, goals, tasks, and solutions for the 2025-2030 term. (2) Discuss and contribute ideas to the draft documents for the 14th National Party Congress and draft documents for the higher-level congresses, without electing new executive committees or delegations for the higher-level congresses…
The time for conducting party member congresses or grassroots level congresses must be completed before June 30, 2025; the party delegate congresses at the higher-level party organizations and commune-level party organizations must be completed before August 31, 2025; and the Provincial Party Congress (after the restructuring) must be completed before October 31, 2025. At the working session, the PPC Party Committee and 9 task forces overseeing the restructuring of commune-level administrative units reported on the preparations for the restructuring of commune-level administrative units. According to the report, all localities have now implemented plans for restructuring the organizational structure, staffing, and public service units of the local government at the commune level.
Relevant departments, agencies, and district-level People's Committees will continue to review and finalize the organizational structure plan after the restructuring of commune-level administrative units and the dissolution of district-level People's Committees before May 23, 2025. Regarding the archival work for documents and records during the restructuring of commune-level administrative units and the dissolution of district-level People's Committees, to date, the agencies, units, and localities have largely implemented the central and provincial documents, informing all civil servants and public employees to carry out the tasks.
Concluding the meeting, Comrade Cao Thi Hoa An, Head of the Steering Committee for the restructuring and reorganization of administrative units in Phu Yen province in 2025, commended the sense of responsibility shown by the task force teams in guiding the restructuring of commune-level administrative units. The Provincial Party Secretary urged all levels of party committees, agencies, units, and localities to ensure that the organizational apparatus after the restructuring operates continuously without interruption; to effectively carry out propaganda work, guide public opinion, and foster high unity and cohesion in the performance of tasks. The task force teams guiding the restructuring of commune-level administrative units should continue to uphold a strong sense of responsibility and experience, strictly implementing the legal provisions on state secrets protection; managing and ensuring the protection of confidential documents and materials during the restructuring and streamlining of the organizational apparatus; and continuing to direct the archiving of documents and digitizing materials in accordance with regulations.
Comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee, instructed the Provincial Political School and the Provincial Party Organization Committee to coordinate and advise on organizing training courses to enhance skills and professional expertise for the commune-level staff before the new administrative structure begins its operation. The working groups and the standing committees of the district-level Party Committees are tasked with thoroughly directing and strictly implementing the preparation and organization of the commune-level Party Congresses for the 2025-2030 term, in full accordance with the guidance of the Politburo and the Provincial Party Committee.
