Streamlining and reorganizing to ensure efficient functioning of the Front

The consolidation of the Vietnam Fatherland Front agencies and socio-political organizations, as well as mass associations assigned tasks by the Party and State, is not only a fundamental reform of the organizational structure but also an opportunity for the Front, socio-political organizations, and mass associations to enhance their operational effectiveness and efficiency in the new period.

At the recent 11th Conference, the 13th Party Central Committee reached a consensus on the policy of restructuring five socio-political organizations including the Vietnam General Confederation of Labor, the Vietnam Women’s Union, the Farmers’ Union, the Communist Youth Union, and the Veterans’ Association - along with 30 mass organizations assigned tasks by the Party and the State, bringing them under the Vietnam Fatherland Front (VFF).

The restructuring and streamlining of the VFF, socio-political organizations, and mass associations assigned by the Party and State is a key topic aimed at organizational efficiency, reducing intermediary levels, and enhancing operational effectiveness to better serve the people. According to the proposed plan, socio-political organizations will retain only specialized departments that directly serve their core functions. The VFF and its member organizations will continue to operate based on the principle of democratic consultation and unified action under the leadership and overall coordination of the VFF Standing Committee, thereby minimizing overlap in the implementation of movements and campaigns, etc.

Expressing strong support for the Party’s policy, at the recent conference to contribute feedback on the draft Proposal for reorganizing and merging political-social organizations and mass associations assigned tasks by the Party and State organized by the Provincial Fatherland Front Committee - representatives of the Fatherland Front Committees at all levels, political-social organizations, and mass associations acknowledged that the Party and State’s policy on streamlining the organizational apparatus and restructuring administrative units from the central to local levels, as well as merging the Fatherland Front agencies with political-social organizations and mass associations, is a revolutionary move, a correct and necessary step in the current context. Organizing a streamlined, efficient apparatus that avoids overlapping functions and duties is very appropriate for the development conditions of the new era.

"This is a sound policy, one that reflects the people's aspirations, aiming to strengthen unity, ensure coordinated action toward common goals; simultaneously, promote the combined strength of all social strata, creating favorable conditions for oversight and social criticism," emphasized comrade Tran Huu The, Member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee.

In reality, the functions and duties of the VFF and mass political-social organizations share common goals: propagating, educating, and mobilizing the public to participate in emulation movements, productive labor, and to comply with the Party’s guidelines and the State’s policies and laws, while promoting economic, cultural, and social development, etc. As a result, there was duplication and similarity in the implementation approach. "The merger of these organizations aims to centralize them under a unified management, with shared responsibilities and objectives. This will help maximize the role of uniting and mobilizing the people, reflecting their will and aspirations, promoting their right to mastery, and meeting the needs of being close to, understanding, and caring for the people - especially in pursuit of the goal of great national unity," shared Mr. Nguyen Hoai Son, member of the Economic - Cultural - Social Advisory Council under the Provincial VFF Committee.

According to the policy, the streamlining and restructuring of the VFF agencies, socio-political organizations and mass associations assigned by the Party and the State will be streamlined in a synchronized manner from the central to provincial and communal levels; simultaneously, the current organizational structure of socio-political organizations will basically be maintained, with appropriate adjustments to suit practical conditions. "Restructuring is not merely an administrative task, but a vital political mission. It plays a key role in strengthening the close bond between the Party, the State, and the people, while fully unleashing the power of the great national unity bloc in the cause of national development and defense. Therefore, the VFF at all levels, along with socio-political organizations and mass associations, must regard this as a critical task that requires consistency, unity, and strong determination in perception, thinking, and action.
