At the conference, delegates discussed and provided input on the Proposal for the merger of agencies and units under the People’s Committees of Dak Lak and Phu Yen provinces, as well as the Plan for the placement and restructuring of officials, civil servants, and employees at the second administrative center located in Phu Yen.

Accordingly, the Department of Home Affairs has appraised all 13/13 proposals for the merger of specialized agencies from the 2 provinces of Dak Lak and Phu Yen (with the exception of the Provincial Inspectorate, which has only completed a proposal for internal restructuring and has yet to develop a plan for the merger of the two provinces’ inspectorates). After the consolidation, agencies and organizations under the People’s Committee of Dak Lak Province will include 13 specialized departments, 2 administrative bodies equivalent to provincial departments, and 9 public service units under the PPC.

Regarding the staffing and organizational arrangement plan for Facility No. 2 in Phu Yen, the People’s Committee of Dak Lak Province agreed with the proposal of the People’s Committee of Phu Yen Province to adopt the principle of assigning one deputy-level leader from each relevant department or agency to Facility No. 2 to be responsible for leading, directing, and operating the work for groups of civil servants and employees working at the second facility and participating in periodic citizen reception for departments working at the second facility.

Do not assign civil servants working in shared professional positions (such as clerical, accounting, treasury, general administration, etc., within the office division) to work at Facility No. 2. For specialized divisions that determine the need to assign civil servants to Facility No. 2, the number of personnel allocated shall not exceed 50% of the current staff of that division at the existing Phu Yen-based agency.

It was agreed that 90–100% of civil servants and public employees from units with specialized functions such as the Provincial Inspectorate, Market Surveillance Sub-department, and Forest Protection Sub-department will be assigned to work at Facility No. 2.

Across Phu Yen Province (including both State and Party blocks), there are a total of 1,231 civil servants and public employees working at Facility No. 2, and 516 civil servants and public employees working at the new administrative center.
