Dak Lak announcing resolutions and decisions of the Central Government and local authorities on the consolidation and merger of administrative units at all levels

On the morning of June 30, at March 10 Square (Dak Lak Province), the Provincial Party Committee, People’s Council, People’s Committee, and the Vietnam Fatherland Front Committee of Dak Lak solemnly held a ceremony to announce the resolutions and decisions of the Central Government and local authorities regarding the consolidation and merger of administrative units at all levels.

At the ceremony, Comrade Phan Thăng An, Deputy Head of the Party Central Committee’s Organization Commission, announced the resolutions and decisions issued by the Central Government regarding the consolidation and merger of administrative units at all levels. Specifically:

Resolution No. 202/2025/QH15 of the National Assembly on the reorganization of provincial-level administrative units. Accordingly, the entire natural area and population of Phu Yen Province and Dak Lak Province are to be merged into a new province named Dak Lak Province.

After the reorganization, Dak Lak Province has a total natural area of 18,096.40 square kilometers and a population of 3,346,853. The province borders Gia Lai, Khanh Hoa, Lam Dong, the Kingdom of Cambodia, and the East Sea. This resolution was passed by the 15th National Assembly during its 9th session on June 12, 2025.

Resolution No. 203/2025/QH15 of the National Assembly amends and supplements several provisions of the Constitution of the Socialist Republic of Vietnam. Notably, it stipulates that the administrative units of the Socialist Republic of Vietnam shall be organized into 2 levels: the administrative units of the Socialist Republic of Vietnam shall be organized into two levels: provinces and centrally governed cities; and sub-provincial administrative units as defined by law. The operation of all district-level administrative units nationwide shall cease from July 1, 2025. This resolution was adopted by the 15th National Assembly at its 9th session on June 16, 2025.

Resolution No. 1660/NQ-UBTVQH14 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Dak Lak province in 2025. Accordingly, after the reorganization, Dak Lak province will have 102 commune-level administrative units, including 88 communes and 14 wards; among them, 82 communes and 14 wards were formed after the reorganization, while 6 communes will remain unchanged: Ea H’leo, Ea Trang, Ia Lop, Ia Rve, Krong No, and Vu Bon. This resolution was adopted by the 15th National Assembly at its 9th session on June 16, 2025.

Decision No. 320-QĐ/TW dated June 18, 2023, of the Politburo on the establishment of the Dak Lak Provincial Party Committee under the Central Party Committee based on the merger of the Dak Lak and Phu Yen Provincial Party Committees, effective from July 1, 2025. 

Decision No. 2161-QĐNS/TW dated June 23, 2025, by the Politburo on the appointment of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, Secretary, and Deputy Secretary of the Dak Lak Provincial Party Committee for the 2020-2025 term. Specifically, the appointment includes 61 members to the Provincial Party Committee of Dak Lak. The Standing Committee of the Dak Lak Provincial Party Committee for the 2020-2025 term comprises 21 members. Comrade Nguyen Dinh Trung, Member of the Party Central Committee and former Secretary of the Dak Lak Provincial Party Committee, has been appointed as Secretary of the Dak Lak Provincial Party Committee (new term) for the 2020-2025 tenure.

4 comrades have been appointed to the position of Deputy Secretary of the newly established Dak Lak Provincial Party Committee for the 2020-2025 term, including: comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee and Chairwoman of the People’s Council of Phu Yen Province, appointed as Standing Deputy Secretary of the Dak Lak Provincial Party Committee; comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Phu Yen Province; comrade Huynh Thi Chien Hoa, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the People’s Council of the former Dak Lak Province; and comrade Do Huu Huy, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Binh Thuan Province.

Decision No. 2182-QĐ/TW of the Secretariat appoints the Inspection Committee of the Dak Lak Provincial Party Committee, consisting of 12 comrades; appoints Comrade Tran Trung Hien, Head of the Internal Affairs Committee of the former Dak Lak Provincial Party Committee, as Chairman of the Inspection Committee of the Dak Lak Provincial Party Committee for the 2020-2025 term; and appoints 4 comrades as Deputy Chairmen of the Inspection Committee of the Dak Lak Provincial Party Committee.

Resolution No. 1731/NQ-UBTVQH15 dated June 24, 2025, of the Standing Committee of the National Assembly appoints comrade Cao Thi Hoa An, Permanent Deputy Secretary of the Provincial Party Committee, as Chairwoman of the Dak Lak Provincial People’s Council for the 2021–2026 term; and appoints the Vice Chairmen of the Dak Lak Provincial People’s Council for the 2021–2026 term, including comrade Tran Phu Hung, Member of the Standing Committee of the Provincial Party Committee, and comrade Do Thai Phong, Provincial Party Committee Member.

Resolution No. 1708/NQ-UBTVQH15 dated June 24, 2025, of the 15th National Assembly’s Standing Committee resolves that the Delegation of Dak Lak Province to the National Assembly shall consist of 14 delegates; appoints comrade Nguyen Thi Thu Nguyet, Provincial Party Committee member and 15th National Assembly delegate, as Deputy Head of the National Assembly Delegation in full-time operation for the 15th term, in charge of the Dak Lak Provincial Delegation; and appoints comrade Le Dao An Xuan, Provincial Party Committee member and 15th National Assembly delegate, as Deputy Head of the National Assembly Delegation in full-time operation for the 15th term of Dak Lak Province.

Decision No. 1262/QĐ-TTg dated June 24, 2025, of the Prime Minister appoints Comrade Ta Anh Tuan, Deputy Secretary of the Dak Lak Provincial Party Committee for the 2020–2025 term, to the position of Chairman of the Dak Lak PPC for the 2021-2026 term, effective from July 1, 2025.

Prime Minister’s Decision No. 1322/QĐ-TTg dated June 24, 2025, appoints the following individuals to the position of Vice Chairman of the Dak Lak PPC, effective from July 1, 2025: comrade Ho Thi Nguyen Thao, Member of the Standing Committee of the Phu Yen Provincial Party Committee for the 2020–2025 term and Vice Chairman of the Phu Yen PPC for the 2021–2026 term; comrade Nguyen Thien Van, Member of the Party Committee of Dak Lak Province for the 2020 - 2025 term and Acting Chairman of the Dak Lak PPC for the 2021-2026 term; comrade Truong Cong Thai, Member of the Party Committee of Dak Lak Province for the 2020-2025 term and Vice Chairman of the Dak Lak PPC for the 2021-2026 term; comrade Dao My, Member of the Party Committee of Phu Yen Province for the 2020-2025 term and Vice Chairman of the Phu Yen PPC for the 2021-2026 term.

Decisions of the Central Committee of the Vietnam Fatherland Front regarding the establishment of the Vietnam Fatherland Front Committee of Dak Lak Province, effective from July 1, 2025; the recognition of the Standing Committee of the Vietnam Fatherland Front Committee of Dak Lak Province for the 2024–2029 term, consisting of 11 members, including Mr. Y Giang Gry Nie Knong as Chairman of the Vietnam Fatherland Front Committee of the province; and the recognition of 144 members of the Vietnam Fatherland Front Committee of Dak Lak Province.

At the ceremony, Comrade Huynh Thi Chien Hoa, Deputy Secretary of the Provincial Party Committee, announced the decisions of Dak Lak and Phu Yen provinces, including: the Decision of the District Party Committee on the termination of the activities of the former commune-level units; the Decision of the Provincial Party Committee on the termination of the activities of the former district-level Party Committees; the Decision of the Party Committees of both provinces on the establishment of 102 new Party Committees for communes and wards; the Decision appointing the Executive Committees, Standing Committees, Secretaries, and Deputy Secretaries of the 102 communes and wards; the Decision appointing the Inspection Committees, Chairpersons, and Vice Chairpersons of the Inspection Committees of the communes and wards; the Resolution appointing Chairpersons, Vice Chairpersons, and Heads of Committees of the People’s Councils of the 102 communes and wards; the Resolution appointing Chairpersons and Vice Chairpersons of the People’s Committees of the 102 communes and wards; and the Decision of the Vietnam Fatherland Front Committee of the provinces establishing the Vietnam Fatherland Front Committees for the 102 communes and wards.

Comrade Le Hoai Trung acknowledged, highly appreciated, and commended the proactive, decisive, and coordinated efforts of the Standing Committees of the Provincial Party Committees of both provinces in developing personnel plans, providing clear guidance on assignments, and organizing a reasonable, harmonious, democratic, and objective administrative structure. These efforts have laid a solid foundation for the new two-tier provincial government apparatus of Dak Lak to operate smoothly, stably, and effectively.

Comrade Le Hoai Trung requested that Dak Lak province promptly commence work with a serious, decisive, proactive, creative, and coordinated spirit, focusing on several key tasks: swiftly stabilizing the organizational structure and personnel of the political system to ensure unity; specifically assigning duties to the leaders of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee according to the approved personnel plan by the competent authorities; and making appointment decisions for leadership and management positions at all levels under the delegated authority, avoiding any disruption in administration.

Simultaneously, attention should be given to directing the development of new working regulations for the Provincial Party Committee, People’s Council, People’s Committee, and various departments and sectors that align with their functions and duties and are suitable for the realities of the new administrative units. We will implement the political and ideological work, propagate to raise awareness, create high unity and consensus among officials, party members, and people in the process of continuing to arrange, stabilize, and put the apparatus of the political system and local government organization at 2 levels into effective and smooth operation.
