On June 24th , in Tuy Hoa city, the Provincial People's Council - Term 8 held the 28th Session (regular session in mid-2025) to review and decide on a number of important contents under its authority.

After the opening speech of Mrs. Cao Thi Hoa An, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, the session listened to Mr. Le Tan Ho, Member of theStanding Board of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee present a Summary Report on the implementation of socio-economic, national defense and security tasks in the first 6 months of the year and tasks and solutions to focus on in the last 6 months of 2025.
The report stated that amid the context of focusing on implementing socio-economic development solutions and implementing the policy of reorganizing the local government apparatus at 2 levels, the province has also completed and ensured the progress of tasks and targets according to the plan thanks to the attention, direction and participation of the entire political system and the consensus and support of the business community and people in the province.
The economic growth rate (GRDP) is estimated at 7.6%. Social security work is guaranteed. The State management of planning, land, resources, minerals, environment, and tourism development continues to receive attention and direction. Many bottlenecks have been gradually removed. The fields of culture, education, administrative reform, prevention and combat of corruption and negative waste continue to receive attention and direction and have positive changes. Local defense and military have been strengthened; political security, order and social safety have been maintained.
The State budget revenue is estimated at 43.5% (VND 2,567/VND 5,900 billion), still lower than planned, especially land use fee revenue. The disbursement rate of public investment capital reached 23.96% of the capital plan assigned by the province, lower than the national average (the whole country reached 32.06%). The progress of project implementation is still slow.
Next, the delegates listened to Ms. Ho Thi Nguyen Thao, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, present a summary report on the results of receiving and resolving voters' opinions and recommendations; the content of the questions and answers; the answers and promises of the leaders of the Provincial People's Committee and related departments and branches at the regular meeting at the end of 2024 (Session 23), the Provincial People's Council and the Chairman's Conclusion at the 24th, 25th, 26th, 27th thematic sessions, the Provincial People's Council; Report on the draft resolution documents submitted at the meeting.
The Standing Committee of the Provincial People's Council also presented a Summary Report synthesizing voters' opinions and recommendations sent to the 2025 Mid-Year Regular Session of the 8th Provincial People's Council. The Provincial Fatherland Front Committee presented the Notice on the Front's work participating in government building and the opinions and recommendations of the Provincial Fatherland Front Committee in the first 6 months of 2025. The Legal, Economic - Budget; Culture - Society, and Ethnic Boards of the Provincial People's Council presented reports on the verification of reports and draft resolution documents of the Provincial People's Committee and relevant agencies in the field of operation of each committee.
At the beginning of the afternoon session, delegates discussed in the hall the socio-economic development situation in the province in the coming time. Next, on behalf of the Provincial People's Committee, Mr. Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee received and clarified a number of contents under the responsibility of the Provincial People's Committee. He requested that agencies, units, localities, enterprises and people in the province continue to join hands and overcome difficulties and challenges to focus on economic development; preserve and promote the traditions and cultural identity of the locality.
After a day of serious work and high responsibility, the meeting completed all the contents and programs set out. Delegates attending the meeting reviewed and unanimously voted to pass 16 thematic resolutions, promptly concretizing the central government's policies and legal regulations to the specific conditions of the locality.
Speaking at the closing session, Mrs. Cao Thi Hoa An, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: “At the session, the delegates of the Provincial People's Council studied, considered and discussed many important contents, decided to pass 16 resolutions with high consensus, as a legal basis for all levels and sectors to organize the implementation of socio-economic development tasks of the province”. The chair of the session requested all levels and sectors to actively and urgently implement the resolutions just passed by the Provincial People's Council to ensure strictness, compliance with regulations, and completion before July 1st, 2025. The Standing Committee of the Provincial People's Council needs to closely follow the Instruction 1309dated June 11th, 2025 of the National Assembly Standing Committee and the policy of the Standing Committee of the Provincial Party Committee to coordinate and promptly appoint leadership positions of the People's Council and People's Committee at the communal level; appointing district and commune People's Council delegates to become commune-level People's Council delegates formed after the reorganization, ensuring that the new apparatus will be put into operation from July 1st, 2025;recommend that authorities at all levels focus on implementing propaganda work well so that people understand and agree with the Party's policies and the State's laws in general, and the arrangement of administrative units and the streamlining of the apparatus in particular.
“According to the plan of the Standing Committees of the People's Councils of the two provinces, the first session of the Dak Lak Provincial People's Council (new) is expected to be held on July 3rd, therefore, it is recommended that the Standing Board of the People's Council, the Provincial People's Committee and relevant agencies taking the initiative and coordinate to prepare the content well, ensuring the success of the session”, emphasized Mrs. Cao Thi Hoa An.
