Ensuring continuity of operations during the streamlining apparatus and administrative unit

The PPC recently held its periodical May meeting to assess the socio-eco and national defense-security situation during the first half of the year and to provide feedback on the agenda items to be submitted to the Mid-Year Periodical Meeting of the Provincial People's Council.

According to the draft report presented at the conference, in the first half of the year, the provincial socio-eco situation remained stable and showed signs of growth. The province’s Gross Regional Domestic Product (GRDP) is estimated to have grown by 7.6%. Total state budget revenue within the province is estimated at VND 2,567 billion, reaching 39.2% of the target assigned by the central government and increasing by 9.4% compared to the same period last year. Several sectors experienced notable growth, including total export turnover (up 18%), industrial production (estimated to increase by 8.6%), and total retail sales of goods and consumer service revenues (estimated to rise by 18.8%).

National defense, security, and social order continued to be strengthened and maintained in a stable manner. In terms of social welfare, the province ensured timely and adequate implementation of support policies for beneficiaries, taking care of the lives of people with meritorious services to the revolution and other vulnerable groups, especially during holidays and festivals. The quality of cultural and social activities has been improved. The restructuring of organizational apparatus and administrative units has been promptly and actively implemented.

At the conference, delegates also discussed issues such as the disbursement of public investment capital; the implementation of the Scheme on reorganizing administrative units at commune and provincial levels; COVID-19 disease control efforts; and preparations for the 2025 high school graduation examination and university admissions. Delegates also reviewed and provided feedback on seven draft reports and proposals to be submitted at the mid-year periodical meeting of the Provincial People’s Council.

Addressing the conference, PPC Vice Chairwoman Ho Thi Nguyen Thao requested that departments, sectors, and localities urgently implement tasks related to the reorganization of administrative units at commune and provincial levels. She emphasized the importance of managing public sentiment among officials, civil servants, and public employees; ensuring proper documentation and archival work; organizing public assets; and carrying out all necessary transitional tasks in a timely manner. The goal is ensuring timely implementation as required, avoiding any disruption to operations that could affect citizens or the business and production activities of enterprises; strengthening citizen reception and the resolution of complaints.

Regarding socio-eco development tasks for the remainder of 2025, the PPC Vice Chairwoman requested departments, sectors, and localities to resolutely implement the disbursement of 2025 public investment capital. In particular, it is essential to strengthen coordination to address difficulties and obstacles, especially in compensation and site clearance; focus on accelerating state budget revenue collection in line with the set roadmap and plan; develop plans for drought prevention, ensuring irrigation water for production and clean water for residents during the dry season; pay close attention to forest protection; intensify efforts in managing and monitoring counterfeit goods; and boost tourism promotion activities during the summer season.
