These days, Binh Kien ward and Phu Hoa 1 commune have been implementing a trial operation of the new commune-level apparatus, which is an important step to serve as a basis for assessment, experience drawing, timely and appropriate adjustments, ensuring that 34 new wards and communes across the province convert to the new model smoothly, effectively, and best serve the people and businesses.

According to the Provincial Party Committee's plan, from June 16th to 20th, Binh Kien ward and Phu Hoa 1 commune were selected as localities to implement a trial operation of the agencies of the Party, the State, the Fatherland Front and socio-political organizations;simultaneously, a trial operation for the 4 positions of Party Committee Secretary, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Fatherland Front Committee at the commune level.
Present at the headquarters of the Binh Kien Communal People's Committee, where the headquarters of the Binh Kien ward government is expected to be located after the merger, during the first 2 days of the trial operation of the new commune-level apparatus, we found that the preparation of facilities and working equipment for the new ward to operate had been completed. The meeting of the Standing Board of the Ward Party Committee, the first meeting of the Executive Board of the Ward Party Committee, and the meeting of the Ward Fatherland Front Committee were held in accordance with the prepared plan. In parallel with the simulated operation, at the Communal One-Stop-Shop, the activities of handling administrative procedures for people still took place normally. Mr. Pham Van Hoang, Chairman of Binh Kien Communal People's Committee, said that during the time of reorganizing the administrative apparatus, the locality still received and handled administrative procedures for people and businesses normally, smoothly, seamlessly and effectively, without any interruption.
In Phu Hoa 1 commune, in the first 2 days of trial operation of the new apparatus, the commune held a conference to disseminate and deploy contents related to the trial operation of the Party, State, Fatherland Front and new socio-political organizations for cadres, civil servants and public employees of the commune; organized and operated the meetings of the Standing Board of the Commune Party Committee, the first meeting of the Executive Board of the Commune Party Committee, the first session of the Communal People's Council, the first session of the Communal People's Committee, and the meeting of the Standing Board of the Communal Fatherland Front Committee.
Ms. Huynh Thi Son, Standing Deputy Secretary of Phu Hoa District Party Committee, was appointed Secretary of the Phu Hoa 1 Commune Party Committee according to the assumed personnel framework, said: During the trial operation, we carefully prepared the conditions of equipment and personnel to organize the conferences in the right order, fully simulated practical situations, ensuring the ability to operate quickly, respond flexibly, practically and avoid formalities. After conducting the trial in Phu Hoa 1 commune, the locality will hold a meeting to review experiences on June 20th and continue the trial operation in Phu Hoa 2 commune from June 23rd to 26th.
Mr. Bui Thanh Toan, member of the Standing Board of the Provincial Party Committee, Secretary of Tuy Hoa City Party Committee, said: During the trial operation in the agencies of the Party, the State, the Fatherland Front and socio-political organizations in Binh Kien ward, the City Party Committee boldly built 2 scenarios, one for the Ward People's Committee and one for the Ward Party Committee to handle. These scenarios are all very realistic, closely linked to local realities and the current context. The city will hold a meeting to review experiences on June 22nd so that the two-level local government can operate effectively from July 1st.
According to Mrs. Cao Thi Hoa An, Secretary of the Provincial Party Committee, chairwoman of the Provincial People's Council, in addition to Binh Kien ward and Phu Hoa 1 commune, the Provincial Party Committee encourages districts, towns and city to select new commune-level administrative units for trial operation in places that have carefully and fully prepared the necessary conditions. The process of operating the trial apparatus must ensure the unified direction of the Politburo, the Secretariat and the Government on the principle of decentralization when organizing the trial operation of new commune-level Party, State, Fatherland Front and socio-political organizations. Provincial departments and branches, according to their assigned functions and tasks, shall proactively provide professional and technical guidance to commune-level agencies; promptly resolve difficulties and problems in the process of organizing the trial operation.
“The time of transferring the workload is very busy, many problems arise. The staff needs to be mentally prepared, not subjective, fully aware of the responsibilities as well as the difficult challenges, prepare knowledge, methods, and information so that the apparatus can operate best when officially put into operation”, Mrs. Cao Thi Hoa An emphasized.
