Experimental operation of Party, State, Fatherland Front and socio-political organizations of Binh Kien ward took place from June 16-20, 2025, at People's Committee of Binh Kien commune. Participants in the trial operation include individuals assuming key positions under the assumed organizational structure of the new ward.

The contents of the test operation, including: Operating the system of party-level offices and Party building organizations; the Party Committee's technical committee system on the preparation of the contents of the first meeting of the (new) commune-level Party Executive Committee and Standing Committee to implement related tasks. Operate in the activities of the People's Council on the development of work programs; plan to organize the first meeting of the commune-level People's Council (new).

Operate in the People's Committee's activities on preparing contents related to the implementation of the first meeting of the People's Committee at the commune level (new); strengthening the organization of the apparatus, defining the functions and tasks of specialized departments, working regulations, the arrangement of personnel of agencies and units at the new commune level, the operation of public administrative centers.

Addressing the opening ceremony, Secretary of Tuy Hoa City Party Committee Bui Thanh Toan emphasized: Phu Yên is one of the localities in the country to soon deploy the experimental operation of the new commune-level organization model. This test operation ensures that the principle does not affect the current general operations.

The Party Committee has prepared a situation to handle in accordance with local practice. After conducting the trial, the City Party Committee will meet to learn from experience to ensure favorable conditions for the two-level local authorities to operate effectively from July 1.

Immediately after the opening program, the first conferences of the Executive Committee, the Standing Committee of the Party Committee of the ward; the conference of the Fatherland Front Committee of the new Binh Kien ward took place.

* On the same day, Phu Hoa District Party Committee organized the test operation of Party, State, Fatherland Front and socio-political organizations of Phu Hoa 1. The trial operation is the basis for evaluating, drawing experience, timely making reasonable adjustments, ensuring that new commune-level agencies come into operation smoothly, effectively and effectively under the direction of the Central Government; simultaneously, equipping commune-level cadres and civil servants with knowledge and expertise.

According to the plan, the time for pilot operation is from June 16-20 at the headquarters of the District Party Committee, People's Council, People's Committee, Fatherland Front Committee of Phu Hoa district. The contents of the test operation for 4 titles: Secretary of the Party Committee, Chairman of the People's Council, Chairman of the People's Committee, Chairman of the Fatherland Front Committee of Phu Hoa Commune 1; simultaneously, the first meetings of the Executive Committee, the Standing Committee of the Party Committee, the meeting of the Commune Fatherland Front Committee, the first meeting of the Commune People's Council, the first meeting of the Commune People's Committee.

Furthermore, Phu Hoa District Party Committee will also conduct trial operation for Phu Hoa 2 commune from June 23-26 and hold a conference to learn from the experience of the whole district on June 27.

According to the Plan to organize the trial operation of Party, State, Fatherland Front and socio-political organizations at the (new) level of the Provincial Party Committee, Binh Kien ward and Phu Hoa 1 commune were selected as the locality to deploy the trial operation of the new apparatus in 5 days. This is an important step to reorganize the apparatus, towards comprehensive operation in 34 wards and communes across the province on July 1.
