Localities across the province are urgently finalizing all necessary preparations to officially launch the operation of 34 newly restructured communal-level administrative units starting from July 1, 2025, in accordance with the roadmap for the reorganization and merger of communal-level administrative units set by the central government.

According to the plan for reorganizing communal-level administrative units in Phu Yen Province, Song Hinh District will establish four new communes based on the merger of 11 existing communes and townships. Comrade Nay Y Blung, Secretary of the Song Hinh District Party Committee, stated that the personnel arrangements for the new communes have been basically finalized. However, some Party cell-level personnel in villages and hamlets have not yet met the required qualifications, so those positions will remain temporarily vacant. Four district-level task forces have been regularly conducting inspections and assessments related to the organizational structure, infrastructure, and preparations for the 2025–2030 term commune-level Party congresses in the newly formed communes. All grassroots Party organizations have completed their preparations for the upcoming congresses, ensuring they are held by June 30 in accordance with the proposed timeline.
Comrade Nay Y Blung stated: “The district has proactively prepared the organizational restructuring with an objective and transparent approach. The guiding principle is to ensure a balanced alignment of competence, strengths, personal qualities, and working conditions of the staff. The goal is that, after the restructuring, personnel will feel secure in their positions and motivated to contribute. The district has also directed all levels and sectors to accelerate the organization, digitization, and archiving of documents and records, ensuring a smooth transfer to the new commune-level units to support future political tasks. Simultaneously, there has been a thorough review of all infrastructure and facilities. The district is maximizing the use of existing premises while actively repairing and supplementing essential equipment needed for operations. As of now, most of the preparations have been satisfactorily completed.”
The new Ea Ba commune (Song Hinh district) will be formed on the basis of merging Ea Ba commune and a part of Ea Ba commune. Comrade Nay Y Ru, Secretary of Ea Ba Commune Party Committee, said: The commune directed the departments to check and make statistics of dossiers and documents for handover according to regulations; organize work with cadres, party members and semi-professional cadres to listen to their thoughts and aspirations. In Phu Hoa district, the District Party Committee and District People's Committee have basically completed the work to dissolve the district and establish new commune-level administrative units. Comrade Le Ngoc Tinh, Secretary of Phu Hoa District Party Committee, said: Phu Hoa has many advantages over other localities because it only arranges and establishes 2 new communes, including Phu Hoa 1 and Phu Hoa 2. Under the direction and orientation of the Standing Committee of the District Party Committee, leaders of communes held a meeting to discuss the organization of the Party Congress and develop a political report to submit to the Party Congress for the term 2025-2030. The preparation and transfer of operation of the new commune-level apparatus in the locality currently has been basically completed. Phu Hoa 1 commune is ready for trial operation from June 20. Phu Hoa 2 commune is completing the repair of facilities to come into operation on July 1 under the general direction of the central government.
With the readiness, grassroots officials and civil servants are also focusing on all work to put into operation the new commune from July 1. Comrade Luu Minh Phuong, Secretary of the Party Committee of An Ninh Dong Commune, Tuy An District, said: "We strongly believe in the policy and are willing to take on all assigned tasks; simultaneously, it is expected that the policy of building a two-level local government apparatus will create a new working spirit, more dedicated to building the homeland."
According to comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, when quitting the district level and merging communes, the commune-level government must manage a larger area, a larger population and more workload. Therefore, leaders and managers need to change their thinking from state management to local governance; cadres must be close to the people, close to the people, and firmly grasp each household. Post-merger communes have a lot of power, but that power is to serve the people, how to make people live, study and work in the locality feel happy.
Comrade Cao Thi Hoa An emphasized: The implementation of cadre personnel work in the process of organizing the apparatus must be responsible, fair, avoiding the situation of arranging acquaintances and family members; must firmly grasp cadre ideology, avoid arising complicated issues. At the end of district-level activities, localities must hand over work clearly and fully, especially the storage of documents and digitization of documents; continue to review the headquarters' functions, create conditions for community activities for people.
It is evident that, before the moment of going into the history of the revolution, the political system from the provincial to the commune level, the province°is making efforts every hour, implementing a huge and urgent workload, it is impossible to delay to reach "hour G" and will "press the button" to operate the new commune-level apparatus. With the spirit of urgent and drastic preparation along with experience from previous mergers of communes and wards, it is believed that the operation of the two-level government is on schedule and has the objectives of streamlining, compactness, strength, efficiency, effectiveness and efficiency set by the central government.
