Reviewing the plan for locating the headquarters of commune-level administrative units after the reorganization

On June 9, comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, conducted inspections and held working sessions with several units in the province regarding the organizational restructuring and infrastructure arrangements of the newly established communes and wards, as well as preparations for the grassroots-level Party Congresses for the 2025-2030 term.

The Secretary of the Provincial Party Committee and the delegation visited Xuan Dai ward, Song Cau town (expected to be headquartered in Xuan Dai ward after the merger) and An Ninh Dong commune, Tuy An district (expected to be headquartered in Tuy An Dong commune after the merger); simultaneously, they worked with the Standing Committee of Song Cau Town Party Committee and the Standing Committee of Tuy An District Party Committee.

At the inspection points, local leaders said that the facilities have basically ensured and met the conditions for the new communes and wards to come into operation officially from July 1.

Song Cau Town is expected to form 5 new commune-level administrative units after arranging 13 communes and wards. After reviewing, the locality has developed a plan to select and arrange the office of the new commune-level administrative unit, basically meeting the use capacity. Communes and wards in the area have mobilized resources to focus on the editing of archives, up to now, they have basically completed the editing of archives and are focusing on scanning the completed documents to hand over to the new administrative unit (after the merger), ensuring the prescribed time schedule.

For Tuy An district, from 15 communes, towns and localities, it is arranged into 5 new commune-level administrative units. After arranging, it is expected that the locality will continue to retain 8/15 commune-level offices used as the headquarters of the Commune People's Committee, Party bloc and non-business units; transfer to new localities to manage and handle 15/15 headquarters; transfer to the school to manage 2 headquarters. The headquarters of district-level non-business units are temporarily kept in use until there is a plan to arrange non-business units.

Up to now, the district has developed plans to arrange and arrange cadres, civil servants and employees of the following agencies, organizations and units to arrange commune-level administrative units and end activities of district-level administrative units; completed 5 draft political reports to prepare the organization of party congresses of 5 new communes after the merger.

At the inspection, delegates focused on discussing and clarifying the plans to arrange working offices of the commune-level units after arranging to ensure proximity to the people and meet the working conditions of officials and civil servants.

Addressing the inspection, Secretary of the Provincial Party Committee Cao Thi Hoa An highly appreciated the initiative of localities in the process of organizing the apparatus and facilities of (new) communes and wards and the preparation for the commune-level Party Congress for the term 2025-2030. Secretary of the Provincial Party Committee Cao Thi Hoa An suggested that at the end of district-level activities, the work must be handed over clearly and fully, especially the work of storing documents and digitizing documents; continue to review the capacity of the headquarters, create conditions for community activities for the people. Localities need to be proactive, dynamic and flexible in implementing tasks; change their thinking from state management to local governance; grasp each household; not to interrupt work, not to vacate areas, not to affect people and businesses. Post-merger communes have a lot of power, but that power is to serve the people, how to make people live, study and work in the locality feel happy.

Regarding the preparation for the commune-level Party Congress, tenure 2025-2030, the Secretary of the Provincial Party Committee proposed local committees to well prepare personnel and documents for the congress. In particular, the document must be short, concise, actionable, summoning, promoting the collective intelligence of the whole party, the whole army and the whole local people. Comrade Cao Thi Hoa An emphasized: The work ahead still faces many difficulties, localities need to continue making efforts to well perform the tasks with the spirit of determination, drasticness, determination to do and do effectively.
