The Provincial Party Standing Committee recently convened the Provincial Party Committee Conference to review and provide feedback on the draft documents for the Provincial Party Congress following the administrative merger, for the 2025-2030 term. The conference was chaired by comrade Cao Thi Hoa An, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council.

In line with the Central Government’s policy on streamlining and reorganizing administrative units at all levels, the Document Subcommittee of the Party Congresses of Dak Lak and Phu Yen provinces recently collaborated to draft the political report for the upcoming Provincial Party Congress following the administrative merger, for the 2025-2030 term. The Standing Committees of the Phu Yen and Dak Lak Provincial Party Committees jointly held a conference to conduct an initial review and provide input. The new draft document closely adheres to the directives and guidelines issued by the Central Government, the guiding viewpoints of General Secretary Tô Lâm, and the practical context of both Dak Lak and Phu Yen. It has been developed based on the spirit of an “expanded development space” for the newly merged province, rather than being a mechanical combination of the previous provinces documents.
At the conference, delegates expressed strong consensus with the proposed theme of the Party Congress, which reflects the goal and aspiration of building a new Dak Lak Province that is fast-growing, sustainable, civilized, and rich in cultural identity. The delegates also discussed the Congress's motto: “Solidarity – Democracy – Discipline – Breakthrough – Development”; the overall development goals for the 2025–2030 period; 17 key performance indicators across various sectors; 5 groups of tasks.
Concluding the conference, Provincial Party Secretary Cao Thi Hoa An requested that the Party Congress Document Subcommittee and the Editorial Team take a more proactive and responsible approach in all assigned tasks, for the development of the newly merged province. The Subcommittee for the 2025–2030 Provincial Party Congress Document must comprehensively synthesize all feedback from the conference and closely coordinate with departments and agencies to thoroughly analyze the data included in the draft document to ensure accuracy and scientific validity. The Congress document must be concise, comprehensive, and precise - demonstrating both depth of thought and a strong sense of action. It must also reflect the collective wisdom of Party members, officials, and the broader public, following the set roadmap, and must be finalized by August 30, 2025, to serve the upcoming Provincial Party Congress after the merger.
Emphasizing the substantial workload ahead, especially as the entire political system is currently focused on finalizing the necessary components for the administrative reorganization across all levels and building a new local government structure in accordance with the Politburo’s directive - Provincial Party Secretary Cao Thi Hoa An called on all members of the Provincial Party Committee, as well as heads of departments, agencies, and localities, to enhance communication efforts to ensure ideological stability and foster consensus among Party members, officials, civil servants, and the People; stressed the need to strengthen coordination and promote closer collaboration among units and localities during the merger process to prevent disruption of operations. Regarding personnel arrangements, it is essential to retain capable and dedicated individuals, and to swiftly resolve retirement or resignation procedures for cases of individuals who wish to take early retirement or resign as a result of the organizational restructuring.
The Provincial Party Secretary requested the Party Committee of the Provincial People’s Committee to direct a comprehensive review and develop appropriate plans for handling public finances and assets - especially properties such as land and buildings - belonging to agencies and units that are being dissolved, merged, or reorganized under the ongoing political system restructuring. It is imperative to prevent any waste or loss of state assets; emphasized the importance of properly managing the handover of all types of files and documents during the organizational restructuring process, ensuring strict compliance with regulations to avoid misplacement or unauthorized disclosure of state secrets.The Standing Committees of district, town, and city-level Party Committees, along with assigned working groups, must remain highly focused on completing the reorganization of the administrative apparatus at the commune level and expediting preparations for the grassroots-level Party Congresses, ensuring that new structures are operational in a timely manner.
