Changes brought by the New Rural Development Program

New spacious houses, clean concrete roads connecting residential areas, schools, health stations, and cultural houses; improved material and spiritual life of people… are the outcomes that the National Target Program on New Rural Development has brought to rural residents of Phu Yen after 14 years of implementation.

These days, along the vibrant flower-lined roads of Hoa An commune (Phu Hoa district), red flags with yellow stars flutter in celebration of the 50th anniversary of the Liberation of the South and National Reunification. The people of Hoa An now no longer solely worry about food and clothing as before; instead, they actively contribute to and participate in signifiant political events of the country.

Excited as her locality has just received the recognition certificate for being a model new-style rural commune, Mrs. Dang Thi Phin in Dong Binh hamlet shares: I’m very happy and excited about the remarkable changes in our commune, especially the transportation system, which has become convenient for people to travel and transport agricultural products.

I particularly appreciate the increasingly bright - green - clean - beautiful environment. Waste is collected regularly, and the previous situation of littering indiscriminately is no longer happening. The New Rural Development program has brought many advantages for Hoa An in terms of economic development, motivating people to focus on production, gradually improve income and enhance their quality of life.

According to Mr. Nguyen Ngoc Dang Khoa, Chairman of the People's Committee of Hoa An commune, clearly identifying that New Rural Development plays an important role in promoting sustainable socio-econo development and improving people's living standards, the commune has continued on its path to build a model new-style rural commune after achieving the advanced new rural status in 2021. To reach this goal, the locality has mobilized various resources to invest in infrastructure, roads, and irrigation for production, as well as to replicate model development practices.

“Thanks to the comprehensive implementation of many solutions, the agricultural production value in the commune has increased annually. The commune has 3 out of 5 hamlets achieving model rural residential status; 4 model rural gardens and 1 smart hamlet. The average income per capita is over 66,59 million dongs/person/year; the multidimensional poverty rate is down to 2,57%; 4 local products have received OCOP recognition, and several high-tech and 4.0 technology applications have been adopted in production”, Mr Khoa said.

It can be affirmed that the New Rural Development Program is a major and appropriate policy of the Party and the State, fundamentally transforming rural areas and creating livable communities. Through the program, the central role of the people has been increasingly affirmed, infrastructure has been invested and effectively promoted, meeting the demands of production development and people’s lives. From this program, many good models and new ways of production based on linkages and multi-value integration have helped increase income for rural people.

To date, the entire province has 64 communes meeting new rural standards, 20 communes recognized as advanced new rural areas, and 4 communes as model new-style rural areas; 5 smart hamlets, 29 model rural residential areas, and 35 model rural gardens.

In 2025, the province continues to focus resources on building new rural areas, striving to ensure that no commune falls short of 15 criteria. Communes that have already met the new rural standards will aim to improve the criteria quality, moving towards becoming advanced and model new rural areas associated with civilized urban development.

Mr Ho Van Nhan, Deputy Chief of the provincial Coordination Office for New Rural Development, lets known in recent times, the province has mobilized the participation of the entire political system in implementing the program. Based on achieved results, the province is actively striving to complete targets for the 2021-2025 period.

Currently, the entire political system is focusing on reorganizing administrative units and moving towards the merger of provinces and communes, without maintaining district-level government. In the immediate future, right after completing the merger, the provincial Coordination Office will take the initiative to review and advise the PPC on relevant documents to ensure consistency with the new context, so that the implementation of new rural development is not interrupted.

According to Mr. Nhan, in the coming time, the unit will continue to follow the perspectives, goals, and directions of the new rural development program in the province. Simultaneously, closely monitoring the process of merging provinces, reorganizing communes and eliminating the district level in order to propose appropriate adjustments to targets and tasks, striving with the highest determination to achieve the goals set in the provincial plan.
