After consecutive years among the bottom group of the National Administrative Reform Index (PAR) rankings, Phu Yen province has made a breakthrough, making its mark with positive and substantive changes. Phu Yen's PAR Index in 2024 reached 88.2%, 2.81 points higher than in 2023, ranked 36 out of 63, up 16 places compared to 2023.
According to Mr. Truong Ngoc Tuan, Director of the Department of Home Affairs, it is a very encouraging result, reflecting the continuous efforts of the entire government system from the province to the grassroots level. To achieve this continuous progress, helping the province overcome the bottom group, there has been a synthesis of many key factors. First of all, it is the drastic direction of the provincial leaders, especially in clearly assigning tasks, urging progress and strictly handling units behind schedule. At the same time, the application of information technology has been strengthened, administrative procedures simplified, online public services strongly deployed; the quality of the staff and civil servants improved. The shortcomings and limitations have also been pointed out and assigned specific responsibilities to the implementing subjects, coordinating subjects, completion time, and the process of counting and monitoring results associated with monthly and annual emulation and rewards. Thanks to that, each axis of the previous year's limitations has been improved in the following year.
According to Mr. Le Tan Ho, member of the Provincial Party Standing Committee,PPC of Permanent Vice Chairman, the achievement of exiting from the bottom group in the PAR Index rankings, is not only a recognition of the efforts of the entire political system but also a premise for the province to continue to reform more strongly in the coming time. In addition, the work of arranging the administrative apparatus was carried out in accordance with the content and progress according to regulations. The following agencies and units were arranged stably and put into operation immediately, without interruption; promptly performing assigned tasks and meeting the requirements of people and businesses.
According to Director of the Department of Home Affairs, Mr. Truong Ngoc Tuan, in order to continue to improve the efficiency, effectiveness and quality of operations of agencies and units, while ensuring the contents and progress of implementing the arrangement and reorganization of administrative units at all levels and constructing a 2-level local government organization model, while ensuring the completion of assigned tasks, the Department of Home Affairs has requested the Provincial People's Committee and the Chairman of the Provincial People's Committee to direct heads of agencies, units and localities to prioritize the settlement of administrative procedures for people and businesses; in particular, focusing on synchronously implementing key tasks and solutions to reduce administrative procedures, improve the investment and business environment, and promote socio-economic development; continuing to self-assess and score the quality of operations of agencies, units, and specialized departments under agencies and units on the Provincial Operational Quality Management System to review functions and tasks after the arrangement and consolidate agencies and units, enhance the responsibility of cadres, civil servants, and public employees, avoid missing tasks, interruptions, and negligence in performing management tasks of sectors, fields, and assigned political tasks during the period of reorganization of the political system.
In order to avoid falling in rank and continue to improve the PAR Index, Mr. Le Tan Ho emphasized: “Agencies and localities must continue to enhance the responsibility of leaders in administrative reform work. Heads of agencies, units and localities must have high determination, take drastic actions, and focus on key points in performing the functions, tasks and powers of their agencies and units; assign tasks to subordinates with ‘clear information about people, work, responsibilities, time and results’; immediately handle cases where cadres, civil servants and public employees are assigned tasks but push them away, avoid them, causing delays in performing public duties and cases that cause trouble, difficulties and harassment to the people”.Simultaneously, it’s also to continue to promote the implementation of Project 06 and share data among sectors, promote synchronous and comprehensive digital transformation, create economic growth momentum based on science, technology, data, digital technology and innovation; especially focus on promptly resolving arising problems related to the settlement of administrative procedures for people and businesses during the process of restructuring the apparatus; continue to reorganize the apparatus of agencies and units to ensure that there is no interruption or omission of work, ensuring the “compact - strong - effective - efficient” spirit.
