PM orders intensified efforts to ensure security, order during upcoming holiday

Prime Minister Pham Minh Chinh on April 24 called on ministries, sectors and localities to take drastic and concerted actions to ensure security and order during the upcoming holiday of the 50th anniversary of the Liberation of the South and National Reunification from April 30 to May 4.

In his newly-signed dispatch, the PM stressed that a wide range of important activities in celebration of this anniversary will be held across the nation, drawing the participation of foreign delegations and forces. At the same time, the Party and State are implementing reforms and restructuring the organisational apparatus, and building a two-level local administration model.

Hostile forces may take advantage of these events to oppose the Party and State, and divide the great national unity bloc. Besides, the demand for travel, visiting relatives, and using services also increases, posing complex risks to security, social order and safety, criminal offenses, social evils, and fire and explosion safety.

The PM requested ministries, sectors and localities to deploy forces and means to be on duty regularly, and implement the Prime Minister's directives on ensuring security, order, firefighting and prevention in an effective and substantial manner.

The Ministry of Public Security was required not to be passive or surprised in all circumstances; to absolutely protect the safety of key targets and projects, and important political, socio-economic, and cultural events of the country, activities of Party and State leaders, and international delegations; to strengthen monitoring of key routes, areas, and subjects to promptly detect and prevent terrorist and sabotage activities; to be ready with response plans for complicated incidents related to security, social order and safety; and to organise reasonable traffic flow at crowded places and gateways to major cities.

It was also urged to deploy forces and means to attack and suppress all types of crimes, and sweep away social evils, especially crimes using high technology, those involved in gambling and illegal drug use, to ensure a peaceful and happy life for the people.

Due attention must be paid to dissemination, guidance, and rectification of compliance with regulations on firefighting and prevention, especially at risky facilities where large crowds of tourists gather to attend commemorative activities, and at apartment buildings, individual houses with numerous floors, rental establishments, and houses combined with production and business activities.

The Ministry of National Defence was tasked with organising reconnaissance, monitoring, and grasping the situation in cyberspace; promptly taking measures to respond to activities affecting national defence and security; and strengthening patrols and strictly controlling border areas to promptly detect, prevent, and strictly handle illegal entry and exit.

The Government leader also urged the Ministry of Culture, Sports and Tourism to coordinate with the Party Central Committee’s Commission for Information and Education and Mass Mobilisation to direct news and media agencies to step up dissemination on skills, knowledge, and laws to ensure security, order, firefighting and prevention, and social order and safety. It was also tasked with closely working with the Ministry of Public Security to proactively detect and prevent toxic information that divides the great national unity bloc in cyberspace.

Meanwhile, the People's Committees of centrally-run cities and provinces were required to direct functional agencies and units to grasp the situation, proactively develop response plans, and resolutely not let security and order complications occur; and develop and implement plans and strategies to ensure security and order.
