In early 2025, numerous new policies in the field of road traffic safety such as Law on Road Traffic Order and Safety, and Decree 168 of the Government on administrative sanctions for violations of road traffic order and safety; deduction of points and restoration of driving license points came into effect. Thanks to that, the situation of road traffic order and safety nationwide has had positive changes; traffic accidents have been controlled and significantly reduced in terms of the number of cases, deaths and injuries.

With lots of new regulations, along with increased penalties for some violations, the Law on Road Traffic Order and Safety and Decree 168 have brought about positive effects, contributing to raising people's awareness of complying with regulations when participating in traffic. In particular, the Ministry of Public Security's drastic implementation of the contents of Decree 168 has contributed to restoring order in traffic and building the habit of law compliance among every citizen and business. Thanks to that, many common violations in the past such as drinking alcohol, speeding, running red lights, swerving, weaving, driving in the wrong direction, etc. have decreased significantly compared to the same period.

At the same time, the Department of Transport (now the Department of Construction) together with the Provincial Police and localities have resolutely reviewed and thoroughly handled the existing problems and shortcomings in the traffic light system, traffic signs and other shortcomings on the roads; thereby contributing to creating a more suitable and convenient traffic infrastructure system for people to travel.

Lieutenant Colonel Vo Hung Tuong, Head of the Traffic Police Division, the Provincial Police, said: As soon as the Law on Road Traffic Order and Safety and Decree 168 took effect, the Traffic Police Division coordinated with other forces to increase patrols and handle violations resolutely, “no forbidden zones, no exceptions”. After a period of implementation, it can be seen that the number of violations of traffic order and safety has decreased significantly; people's awareness of compliance has been increasingly improved. In the first quarter of 2025, traffic accidents were controlled, decreasing in all three aspects compared to the same period in 2024.

According to the Provincial Traffic Safety Board, although the situation of traffic order and safety has been basically controlled, it is not really sustainable. There are still serious and especially serious traffic accidents in the province. Through analysis, one of the main causes of traffic accidents is the poor awareness of compliance with legal regulations on traffic order and safety of a number of traffic participants; the situation of speeding, driving in the wrong lane, violating alcohol concentration, drug concentration, etc. still occurs.

To achieve the goal of reducing traffic accidents deeply and sustainably, the Provincial Traffic Safety Board requires sectors and localities to continue to seriously and effectively implement the plans and directives of the Government and the province on ensuring order and traffic safety. The Provincial Traffic Safety Board especially emphasizes the role of propaganda and education on knowledge and skills of safe traffic participation to raise awareness of self-compliance with the law of traffic participants, persistently building a traffic culture among the entire population.

Mr. Tran Xuan Tuc, Director of the Department of Construction, Standing Deputy Head of the Provincial Traffic Safety Board said: In the first months of the year, the work of ensuring order and traffic safety achieved many positive results. In particular, the implementation of Decree 168 has contributed to restoring order and traffic safety, raising awareness and responsibility of people when participating in traffic. To improve the effectiveness of ensuring traffic order and safety in the coming time, it is recommended that departments, branches and localities promote the workof propagating and building traffic culture; strengthen inspection, supervision and strictly handle violations.

The Department of Construction closely coordinates with localities to enhance investment and develop traffic infrastructure; promptly overcome black spots and potential traffic accident spots. The traffic police force needs to improve its capacity, increase the application of science and technology, effectively exploit command centers, traffic surveillance camera systems; exploit data from journey monitoring devices, data from devices recording images of drivers for transport business vehicles to improve the effectiveness of management of traffic order and safety.
